Minimum Qualifications MINIMUM
QUALIFICATIONS
Permanent Transfer Candidates: Current DOH employee with permanent status as a Senior Sanitarian, G-18.
Provisional Promotion Candidates: DOH employee with one year of permanent service as a Public Health Sanitarian, G-14.
Provisional Open-Competitive Candidates: Either A. a bachelor’s degree in the natural sciences AND 1 year experience in environmental health protection;
Or B. a bachelor’s degree, with 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND 2 years experience in environmental health protection. Substitution: A master’s degree in the natural or applied sciences may be substituted for up to 1 year of required experience.
PREFERRED
QUALIFICATIONS
Experience in surveillance of Hospitals, Diagnostic & Treatment Centers, ESRDs, Ambulatory Surgery centers, etc. for compliance with Federal Conditions of Participation (including Life Safety Code), NYS Rules and Regulations and other pertinent regulations. Experience in the Certificate of Need process, including pre-opening inspections. Experience using ASPEN, NYSE-CON, HFIS, SFS, LATS and all Microsoft Office products. Driver’s license and ability to drive throughout the MARO region.

Duties Description Participates in the regulatory/surveillance program for Hospitals, Clinics, Dialysis Centers, Ambulatory Surgery Centers and other healthcare facilities. Ensure facility compliance with the federal conditions of participation for the Title XVIII (Medicare) as well as with NYS Codes, Rules and Regulations.
Respond to complaint and incident reports;
• Conduct on-site inspections and monitoring as necessary.
• Review and/or prepare reports of investigations; advise facilities of findings and obtain necessary corrections.
• Participate in administrative hearings, as needed.
Review of Certificate of Need applications and associated documents submitted for the Environmental Document Checklist;
• Conduct pre-opening surveys for Certificate of Need projects, including those still under construction.
• Accompany architects and engineers on inspection of construction projects to assure patient care and safety will not be adversely affected upon project completion.
• Use NYSE-CON to document findings, review corrective action plans and participate in CON weekly huddles.
• Review and make recommendations on requests for waivers of requirements for construction or physical environment.
• Conduct follow-up surveys and close out waivers.
• Provide assistance in the interpretation of policies, rules, and regulations.
Respond to fire and disaster emergencies, scofflaw operations, and labor strikes;
• Investigate/monitor physical and environmental effects of the above emergencies.
• Prepare findings; make recommendations regarding enforcement remedial action.
• Advise facility of findings and obtain corrective action as necessary.
• Keep supervisors informed of status of emergencies.

Additional Comments Permanent or Provisional, Full Time. Candidates appointed provisionally will be required to pass a qualifying Civil Service exam and be immediately eligible for permanent appointment from the resulting eligible list. Candidates must pass Fire Inspector 1 and other exams as required by the Centers for Medicare and Medicaid Services to conduct surveys. Field work is required; candidates must be capable of meeting travel requirements.
