Minimum Qualifications Must currently be permanent in the title of Mental Hygiene Program Evaluation Specialist 4, OR
Must be active and reachable on the appropriate Civil Service eligible list, OR
Must be eligible for 70.1 transfer by way of current permanent status in a title deemed comparable by the NYS Department of Civil Service.

FOR PROVISIONAL APPOINTMENT

Candidates must be a qualified employee of New York State Office of Mental Health or the New York State for People With Developmental Disabilities and have one year of permanent competitive or 55-b/55-c service as a Mental Hygiene Program Evaluation Specialist 3.

Open-Competitive exam candidates must have
Either 1. A Bachelor’s Degree plus 4 years of program evaluation experience in a human services setting, one of which must have been in a supervisory capacity.
Or 2. A Bachelor’s degree plus three years of program evaluation experience in a human services setting and 2 additional year experience in a human services setting that included supervisory responsibilities.
For the purpose of these examinations, qualifying program evaluation, experience is considered to be professional-level experience in which your primary responsibility is the design, modification, and/or utilization of data collection instruments and processes; conducting analysis; and the preparation f reports and other documents; all for the purposes of assessing program operations, improving program effectiveness and efficiency, and informing future program development. Such experience would include the following activities: determining or assisting in the determination of appropriate performance indicators for a program or organization: reviewing organizational performance to determine the level of compliance with the standards of oversight agencies; leading, facilitating, or participating in root cause analysis, failure mode and effective analysis, and performance improvement projects; designing and/or using existing outcome measurement instruments and performance improvement projects; designing and/or using existing outcome measurement instruments and processes; collecting, aggregating and analyzing data and presenting the results of the effort in reports and other documents; designing, modifying, and/or analyzing the results of client satisfaction surveys; collecting and maintaining monthly and quarterly data for regulatory bodies such as the Joint Commission; leading and/or participating in accreditation reviews and survey readiness activities; and investigating critical incidents to identify deficiencies, patterns and trends, and in order to recommend remedial actions.
For the purposes of these examinations, non-qualifying program evaluation experience includes, but is not limited to, conducting assessments of individual client’s needs, evaluating individual clients’ outcomes, or administering psychological test to individual clients; non-professional level experience (e.g. secretarial or administrative support activities, even if the experience is gained in a qualifying program evaluation unit); or experience in which the program evaluation responsibilities did not represent the preponderance of your duties (e.g., experience supervising or managing a clinical program area, in which you evaluated the effectiveness of your own program or used the reports and/or data prepared by program evaluation staff to improve day-to-day operations).
For the purpose of these examinations, a human services setting is considered to be an organization or institution that provides direst care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.

Substitution: A Master’s Degree or higher-level degree can be substituted for one year of non-supervisory experience.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

The incumbent will be overseeing the day-to-day management of clinic operations, including enhancing clinic efficiency and revenues, maintaining quality measures, provider productivity and accountability, and individual engagement and retention.

• Provides weekly, individual, administrative supervision to Program Coordinator and assigned clinical staff, offering expertise and guidance in a variety of treatment modalities.
• Monitors productivity, documentation, treatment planning, referrals to other clinics and agency services, and communication with outside providers.
• Promotes ongoing communication, team work and consistent care management among staff.
• Participates in case conferences with clinic team regarding disposition of all admissions and case closings.
• Proactively seeks opportunities to enhance clinic services and revenues. Builds and maintains relationships with outside agencies, including hospitals and other entities.
• Represents Region 5 at relevant meetings and networking opportunities.
• Demonstrates commitment to professional integrity by modeling and enforcing expectations of quality service provision and regulatory compliance. including proper and timely documentation, maximizing reimbursable clinic services under Part 679 and other regulations.
• Prepares for and manages clinic audits in conjunction with Region 5’s QI Directors.
• Keeps abreast of current and changing regulations and policies related to service delivery, provider requirements, Manage Care, Medicaid, and billing.
• Maintains and updates clinic’s policies and procedures in collaboration with DQI and QI Dept. Updates policy and procedure manuals as necessary.
• Maintains risk assessment logs, and other documents as required by OPWDD.
• Participate in AOC/AOD Rotation.
• Performs other duties as may reasonably required to meet the needs of the agency and fulfill the responsibilities of the position.
• Travel required.
