Minimum Qualifications Open to New York State government employees:
Candidates must be reachable for appointment on the current Civil Service eligible list for the title;
OR
Transfer Opportunity - have permanent status as a Health Information Management Administrator 2, Grade 19, and be eligible for lateral transfer.
OR
Candidates who meet the following promotion qualifications may be provisionally appointed: Candidates must be a qualified employee of New York State and have had one year of permanent competitive or 55-b/55-c service as a Health Information Management Administrator 1, Grade 17.
Open to the Public:
Candidates who meet the following open competitive qualifications may be provisionally appointed: You must be certified with the American Health Information Management Association as a Registered Health Information Administrator (RHIA) AND have one year of full-time professional (post-RHIA) health information management experience*.
*Professional health information management experience must include: reviewing medical records with physicians, coding and indexing diseases and operative procedures, compiling statistics required for hospital service analysis, and responsibility for all technical aspects of the implementation of a facility health information management program.

Candidates appointed provisionally must take and pass the next available Civil Service exam used to fill this position and must receive a score that is reachable on the resulting eligible list before they can be permanently appointed. Candidates who are disqualified or who do not receive a reachable score may not be retained.

Duties Description As a Health Information Management Administrator 2, you would serve as the head of a medical records program with responsibility for staff assignments, medical records review, training, interpretation of policy and procedure, problem solving, staff evaluation, medical records reports and adherence to medical records accreditation standards. You may also be involved in developing computer applications of medical records information.
Additional Comments Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
