Seven years of experience in equal employment opportunity, human rights, or affirmative action. Qualifying experience includes working with community service organizations concerned with affirmative action, equal employment opportunity, civil rights, diversity management, minority business development, or similar programs; recruiting, training, and upgrading the educational and job qualifications of protected class members; or working in human resources in areas directly related to affirmative action. Substitutions: bachelors degree may substitute for four years of experience; associates degree for two years; and J.D. or masters degree for one year.
Duties Description The Affirmative Action Administrator 2 will assist in managing all aspects of DEC’s Affirmative Action work force activities in the areas of recruitment, examinations, training, and employment advancement opportunities. The incumbent will develop, implement, evaluate and monitor affirmative action, diversity management and equal employment opportunity programs.
•Ensure agency complies with Federal and State equal employment opportunity laws and guidelines with regards to all personnel practices, policies and procedures.
•Develop, review and comment on Affirmative Action training initiatives. Deliver in person training such as Sexual Harassment Prevention, Cultural Diversity and Unconscious Bias. Assist in the identification of other training needs.
•Consult with program areas of the Department regarding the need for general or specific recruitment and assist in the development and implementation of recruitment initiatives. Develop special recruitment efforts for protected class members. Conduct outreach.
•Participate in examination planning conferences to ensure that the examinations and qualifications are not unduly restrictive and would not have adverse impact on protected classes.
•Meet with Department staff to advise on and encourage adherence to Affirmative Action policies, procedures and guidelines.
•Receive complaints and perform investigations for employees and all others covered by the Department/State Policy. Perform investigations in conjunction with the current complaint process as required by the Governor’s Office of Employee Relations and provide a report to the Office of General Counsel. In conjunction with the Office of General Counsel, prepare responses to the Division of Human rights and/or Equal Employment Opportunity Commission. Assist with litigation related to these matters.
•Review hiring recommendations as appropriate and work with program areas when there are concerns.
•Gather information and prepare records required for State reports.
•Participate in meetings with community groups, businesses, unions, professional organizations, and others.
•Assess organizational culture and barriers to diversity. Plan & Implement initiatives to create positive organizational changes conducive to diversity; and develop policies that maximize the potential of all employees to increase productivity and effectiveness.
•Review and process all Requests for Reasonable Accommodations submitted by DEC employees. Work with employees, program managers, and Human Resources staff to ensure that all employees are knowledgeable and that all qualified individuals with a disability are provided with a reasonable accommodation to enable such individual to perform the essential functions of the position for which he/she is applying or in which he/she is employed.
•Work closely with MBS staff who process invoices for purchases to ensure that the purchase of special equipment is appropriate for employee’s use (that there is an accommodation on file; or that the purchase is not going to in some way place the agency at risk). Also work closely with H&S staff, as necessary, with regard to work station accommodation requests to ensure all needs are met and in accordance with existing mandates.
Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel and overnight travel may be required. Overtime may be required.
