Job Specifics
Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Principal Health Care Fiscal Analyst; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Principal Health Care Fiscal Analyst. PREFERRED QUALIFICATIONS
General knowledge of NYS Medicaid program in both fee-for-service and managed care environments. A firm understanding of the Disproportionate Share Hospital (DSH), Health Care Reform Act (HCRA), and the Health Facility Cash Assessment Program (HFCAP) inclusive of policy, governing regulations and financing. Additional finance knowledge that includes revenue forecasting, development payment models/methodologies, and payment processing/tracking. Experience performing financial, statistical and database analysis and proficiency with all Microsoft Office applications. The incumbent will have experience in health care finance and budgeting as well as developing and implementing financing strategies.
Duties Description The incumbent of this position will report to the Bureau Director, and will supervise a unit with varying responsibilities including, but not limited to, the following: the DSH program inclusive of policy guidance, payment authorization, payment tracking and analysis, and the management of annual Federally mandated DSH audits; the management of all HCRA and HFCAP related issues including HCRA payments and related audits, policy and procedures for both HCRA and HFCAP, the interpretation of HCRA and HFCAP law and revenue forecasting.
