Minimum Qualifications THE IDEAL CANDIDATE WILL POSSESS:
• New York State MD or DO licensure
• More than 5 years of post-licensure experience
• Extensive knowledge of health care delivery systems and various methods of treatment, types of programs and services available
• Vast knowledge of principles, practices and techniques of medicine; ideally in the context of the diagnosis and treatment of offenders
• Strong interpersonal, oral and written communication and organizational skills
• Demonstrated skill in negotiating and mediating conflict
• Ability to organize and budget resources to meet complex and diverse needs of patient and staff
• Ability to plan, organize, integrate and manage a complex organization
REQUIRED COMPETENCIES:
• Verified physician experience
• Effective healthcare management providing sound discretion and judgement in operational and clinical management
• Excellent interpersonal, verbal and written communication and public speaking skills; ability to demonstrate consensus building skills
• Proven leadership experience and operational knowledge of healthcare management within a correctional or institutional environment
• Understand, develop and implement performance and outcome measures, managing effective operations while ensuring measures are met
• Ability to identify goals/objectives, analyze needs/issues and offer creative solutions
• Ability to comply with legislative mandates, develop innovative programs and act as an expert in current correctional healthcare trends and issues
• Skilled at effectively supervising professional level staff

• The position is designated a Peace Officer under New York State Law. All candidates must be qualified to hold such office and must be a U.S. Citizen. New York State residency is not required to apply for the position, however, it is required to be appointed to the position.
Duties Description The New York State Department of Corrections and Community Supervision (NYSDOCCS) is seeking a Chief Medical Officer who will provide executive leadership and deliver a goal-oriented vision for health services within a vast institutional system.
In conjunction with the DOCCS’ mission, vision, and value statements, this position will provide health care expertise to establish, implement, monitor and direct clinical health care guidelines for delivery within all DOCCS correctional facilities throughout the state of New York.
NYSDOCCS is responsible for the confinement and habilitation of approximately 49,000 individuals under custody within the New York state, held at 54 correctional facilities, and for 35,500 parolees supervised throughout seven community supervision regional offices. An integral part of the Agency’s mission to improve public safety, is by providing a continuity of appropriate care and treatment services in safe secure facilities where all inmates’ physiological and mental health needs are addressed, followed by supportive services for all parolees under community supervision as they transition after the completion of their sentence.
THE CHIEF MEDICAL OFFICER WILL:
• Oversee all health-related programs of the Department and is responsible for management of the Division that provides those programs. This encompasses primary care, coordinated specialty care, dental care, infectious and communicable diseases, chronic disease care, pharmacy services, nursing services, health information, and discharge planning activities. Services are delivered by Division staff in every facility and regional medical unit.
• Ensure that quality improvement aspects are incorporated in Division programs.
• Continuously monitor health care developments and trends that impact the inmate population.
• Be familiar with and keep updated on Public Health issues as they pertain to the inmate population and integrate Public Health Care programs into the care of the inmate population e.g. Vaccinations, tuberculosis screening etc.
• Develop an agency response plan and provide oversight when potential threats of epidemic or pandemic diseases are identified. Advise the Commissioner on the adoption of potential preventive measures and of treatments as they become available.
• Evaluate applications for compassionate release under Medical Parole statutory criteria.
• Provide oversight of DOCCS Central Pharmacy located in Oneida County, which supplies pharmaceuticals to DOCCS facilities.
• Provide direct oversight to the Mortality Review process, including providing detailed responses to the State Commission on Correction after their investigation into an incarcerated individual’s death.
• Represent the Commissioner in dealing with health issues with other local, state and federal agencies.
• Represent the Commissioner on health-related or other matters as directed, with private-sector, professional organizations and advocacy groups.
