Minimum Qualifications MINIMUM QUALIFICATIONS:
Currently reachable on the Civil Service list for this specific title OR eligible for 52.6 Transfer Opportunity for those titles within two salary grades.
Should the canvass of the list result in less than 3 acceptors, provisional candidates will be considered.
Provisional Qualifications:
You must be a qualified employee of the New York State Office for People With Developmental Disabilities and have had three years of permanent competitive or 55-b/55-c service as follows:
Either A. Nurse Administrator 1, Nurse Administrator 1 (Psychiatric), Nurse Administrator 2, or Nurse Administrator 2 (Psychiatric); AND you must have a bachelor’s or higher degree in Nursing, Nursing Administration, Health Care Administration, Public Health, Community Mental Health, or Health Administration;
Or B. Training Specialist 1 (Nursing) [formerly known as Mental Hygiene Staff Development Specialist 3 (Nursing)], Community Mental Health Nurse, Community Mental Health Nurse (Spanish Language), Infection Control Nurse, Nurse Practitioner (All Parenthetics), or Nurse 3 (All Parenthetics); AND you must have a bachelor’s or higher degree in Nursing, Nursing Administration, Health Care Administration, Public Health, Community Mental Health, or Health Administration.
You must be licensed and currently registered to practice nursing in New York State. If you fail to maintain your registration, action will be taken to remove you from this position.
Qualifying Experience for Appointment from the Eligible List:
After two years of the service described in the Minimum Qualifications, successful candidates will be qualified for appointment from the eligible list.

Duties Description POSITION DESCRIPTION:
As a Mental Hygiene Nursing Program Coordinator within the Office for People With Developmental Disabilities, you would function as the overall director of nursing services for a Developmental Disabilities Services Office.
PRIMARY DUTIES AND RESPONSIBILITIES:
You would perform a broad range of clinical and administrative duties, such as assisting with the development and implementation of nursing policies and procedures; interpreting rules, regulations and laws; assisting with planning, establishing, evaluating and maintaining standards of nursing care; developing staff training programs; supervising nursing administrators and other nursing staff; participating in the recruitment and selection of nursing staff; monitoring licensure and credentials of nursing staff; and ensuring compliance with various accreditation standards for nursing care.
The NPC will be responsible for the nursing oversight and implementation of all health related issues in all CNY DSO settings, which includes, but is not limited to family care, IRAs, ICF, day programs, article 16 clinics, employee health, infection control, and other programs operated and/or certified by the DDSO. You would provide technical assistance to the voluntary-operated agencies within the region, and provide on-site assistance and guidance to such agencies as needed.
Additional Comments SELECTION CRITERIA:
• Candidates will be expected to demonstrate and will be evaluated against Administrative Units, Community Representatives, Private Agencies, Colleagues, Union Representatives and Subordinates.
• Knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors.
• Knowledge and experience in administration principles such as developing objectives and formulating policies, forecasting and planning, organizing, developing personnel, coordinating and informing, guiding and leading, testing and evaluating, budgeting, among others.
• Ability to assign, train, and develop staff; overseeing quality assurance and maintaining professional and ethical standards in the delivery of services to patients and consumers; developing, implementing, communicating, and evaluating program goals, policies, and procedures; coordinating nursing program services with services provided by other disciplines within the organization; identifying, acquiring, and allocating resources needed for program implementation.
