Job Specifics
Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.
Candidates should have strong analytical, written, and verbal communication skills; the ability to think creatively and strategically; and the ability to work independently and as a member of a team. Candidates are also expected to be proficient in the use of office technology and Microsoft applications.
Duties Description The incumbent will be a member of a three-person team responsible for agricultural agencies and issues. Specifically, the incumbent will be responsible for the Department of Agriculture and Markets, Greenway Conservancy for the Hudson River Valley, Hudson River Valley Greenway Communities Council, and the Green Thumb Program.
Responsibilities of the Budget Fellow for the Energy and Agriculture Team would include, but are not limited to:
• Develop and review budget and programmatic recommendations;
• Facilitate and monitor budget execution activities;
• Represent the Division in meetings with agency and authority fiscal and program staff;
• Draft legislation and bill memorandums;
• Track revenues, disbursement and staffing against fiscal and personnel plans, providing periodic reports to management and other functions, as assigned.
