Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Manager Educational and Vocational Services Coordination 2.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to M-2 (SG-26/27) or higher eligible to transfer under Section 52.6 of the Civil Service Law.
Eligible List Appointment: Candidates must be reachable on the Manager Educational and Vocational Services Coordination 2 Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service as a Supervisor, Education of Children with Disabilities; Manager Educational and Vocational Services Coordination 1; or District Manager Vocational Rehabilitation; OR two years of service as Assistant District Manager Vocational and Educational Services, Supervising Rehabilitation Facilities Specialist, Associate in Education of Children with Disabilities, Associate Vocational Rehabilitation Counselor, Vocational Rehabilitation Social Services Consultant, or Vocational Rehabilitation Social Security Consultant. Provisional candidates must take the examination for Manager Educational and Vocational Services Coordination 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for a Manager Vocational and Educational Services Coordination 2 position in the Albany Central Office. The incumbent of this position will oversee the Workforce Innovation Opportunity Act (WIOA) Unit which will include the Policy, Training, and Business Engagement Units. Duties of this position include, but are not limited to, the following:
• Supervise the WIOA Unit in ACCES-VR’s Central Office;
• Coordinate the implementation of ACCES-VR’s WIOA goals;
• Coordinate partnership and collaboration with other WIOA State agencies;
• Manage the Policy Unit to ensure that all policies and procedures are consistent with WIOA goals;
• Manage the Training Unit to ensure that District and Central Offices are able to implement vocational rehabilitation goals; and
• Manage the Business Engagement Unit to ensure that WIOA goals are implemented.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or non-permanent provisional appointment. Provisional candidates must take the examination for Manager Educational and Vocational Services Coordination 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position will require extensive statewide travel to attend required WIOA activities and meet with ACCES-VR staff, community providers and other stakeholders.
* Leads to a maximum salary of $123,166 based on annual performance advances.
