Job Specifics
Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Program Research Specialist 4, SG-27 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a SG-25 and deemed eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
PREFERRED
QUALIFICATIONS
Bachelors or Master’s degree in public health, epidemiology, mathematics, statistics, social sciences, economics, computer science, or a related field. Experience with analyzing large datasets, database management, records linkage, and in the interpretation of data analytic results, report writing and public presentation. Excellent written and verbal communication skills. Skilled in SAS and SQL. Proficient with MS Office such as Excel, Access, and PowerPoint. Excellent organizational skills with the ability to work independently and collaboratively in groups.
Duties Description Plan, organize and direct program and grant research, analysis and evaluation related to controlled substance prescribing, dispensing, utilization trends and management of various programs within the Bureau of Narcotic Enforcement working under general administrative direction; epidemiologic analysis of data; develop/approve analytical methods and detailed study procedures and coordinate activities of internal and external contributors/participants ensuring accuracy of data and statistical disclosure limitations are adhered to; monitor and evaluate program efficiency and effectiveness and initiate or recommend new program studies; review, approve and provide factual and evaluative material (reports) and advice related to controlled substance utilization, trends, aberrancies in a manner useful to management; present results of studies or investigations to operations and management including conclusions and recommendations in a manner useful to management; provide suggestions on improvements in program effectiveness and interpretations of study findings; compare NYS statistics with other states and federal statistics and findings to identify national versus State trends; provide written and oral reports, recommendations useful to management; develop comprehensive written and oral reports for Executive staff and the legislature relating to trends and surveillance of controlled substance prescription use, misuse and abuse and program operations; supervise staff.
