Job Specifics
Minimum Qualifications CURRENT STATE EMPLOYEES:
Current NYS Justice Center for Protection of People with Special Needs employees with permanent, contingent-permanent or 55b/c service as a Program Research Specialist 2 and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Program Research Specialist 2; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or above AND eligible for transfer under Section 52.6 or 70.1 or 70.4 of the Civil Service Law. *
Individuals with current 55b/c status who possess a bachelor’s degree are encouraged to apply. You will be asked to supply a copy of your eligibility letter along with a copy of your degree or transcript. *
Individuals with reachable status on the Program Research Specialist 2 eligible list will be canvassed and do not need to apply. This announcement is to notify individuals of a transfer opportunity only. *
*Successful completion of the two-year traineeship leads to appointment as a Program Research Specialist 2, SG-18.

Duties Description Duties may include, but are not limited to the following:
Under the supervision of the Director of Reporting and Analytics, the Program Research Specialist 2 will:
• Perform full-performance level technical and analytical work of a quantitative and qualitative nature for the New York State Justice Center for the Protection of People with Special Needs (Justice Center).
• Provide analysis and research support for state-level planning and development involving research, statistics, evaluation and forecasting.
• Apply established theory, techniques and methodology to research and reporting assignments.
• Plan, develop, design, coordinate, review and analyze projects.
• Prepare a work strategy to obtain measurable results.
• Perform related work as required.
• 5% travel required.
Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
• Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
• Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
• Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
• Centralize and perform functions relating to criminal history background checks.
• Investigate serious allegations of abuse and neglect.
• Prosecute criminal acts of abuse and neglect.
• Analyze abuse patterns and trends in order to prevent future occurrences.
