Minimum Qualifications Transfer Qualifications: Any current DDPS 4
Any permanent employee eligible for a 70.1 transfer.

Minimum Qualifications: You must be a qualified employee of the New York State Office for People With Developmental Disabilities and have had three months of permanent competitive service or 55-b/55-c service as a Developmental Disabilities Program Specialist 2, Treatment Team Leader (Developmental Disabilities), or Mental Hygiene Nursing Program Coordinator.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
• Act as a member of the executive leadership team at Sunmount DDSOO and provide administrative leadership and oversight of staff assigned to the campus (Center for Intensive Treatment (CIT), the Regional Intensive Treatment 1 (RIT 1) or Regional Intensive Treatment 2 (RIT 2) and the Local Intensive Treatment (LIT).
• Provide direction to staff to ensure compliance with regulatory statues in conjunction with meeting the programmatic and clinical needs of the individuals served by Sunmount DDSOO.
• Provide planning, supervision and evaluation of comprehensive services and programs for individuals served and strategically plan to improve services focused on increasing the functional level of the individuals.
• Draft and/or reviews policies and procedural guidelines necessary to favorably affect services, ensure safety, ensure regulatory compliance and coordinate efforts amongst staff.
• Supervise the activities of professional and paraprofessional staff providing residential and programmatic active treatment services.
• Directly supervise TTLs and a Secretary 1.
• Approve and sign off on time sheets in TIMES and on Hazard Duty sheets. Approve time off and vacation leaves. Provide evaluations to OHRM as needed. Ensure Maintenance of Time off Calendar to ensure campus coverage for Administration Staff. Implement progressive administrative/disciplinary actions as indicated.
• Review Monthly (ATF) Awareness, Training and Feedback reports from TTLs and submit to Deputy Director for final review.
• Responsible for selection and training of clinical and administrative staff.
• Coordinates Plan of Corrective Action for Secure Reviews. Responsible for meeting designated secure services standards.
• Schedule and participate in weekly TTL meetings, complete Meeting Agenda with input from other DDPS IV and Deputy Director. Generate and distribute meeting minutes.
• Provide relief coverage for Director and Deputy Director.
• Reviews and sign 147s. Determine if, during business hours, a staff should be placed on Administrative Leave, notices OHRM. Ensure protections have been thoroughly identified and are in place with each event. Identify solutions to prevent future like events.
• Communicate with staff and families, as circumstances indicate regarding condition, treatment and progress of the individuals. Follow up on Director meeting requests for incident report conclusions. Follow up to be communicated to QM and Deputy Director.
• Responsible for review of Minor Logs and Minor Trend Reports for Teams - Ensure QM has received
a monthly report for their records.
• Responsible for reviewing Post Court Release Plans and Discharge Plans.
• Review team packets with cover memo and submissions for Local RAC, SFAC and maintain tracking system.
• Provide Technical Assistance to Treatment Team Leaders.
• Take the lead, or share responsibilities with other Program Director, for LIR (Local Incident Review) meeting when QM member is off duty.
• Ensure Campus Profile Sheets are current.
• Meetings as assigned to include: CIT/RIT/LIT Director’s Mtg., LIR, TTL Meeting, Outside Activity, DOH, Cabinet Meetings, Placement, Local RAC, Staffing, Legal, Vacancies/Staffing, Caucus/Labor Management for CSEA, PEF, NYSCOPBA unions, Reintegration Meetings for staff.
• Foster positive work relationships with support departments and demonstrate resourcefulness achieving outcomes that address and improve the services and environment for individuals.
• AOD coverage as scheduled.
• Other assignments as directed by Deputy Director/Director.
