Job Specifics

Minimum Qualifications The Performance Management Specialist is a working title and will be filled through the Budget Fellow series. Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:

• Budget Fellow I: $47,900. A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.

• Budget Fellow II: $52,451. A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in a directly-related policy area or one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.

• Budget Fellow III: $56,745. A Doctoral degree as specified for a Budget Fellow II; or a Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in a directly-related policy area or in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year in a directly-related policy area or in public administration. Eligible for annual salary increases based on performance.

Additional requirements include:

Candidates must possess a Bachelor’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field, a Master's Degree is preferred. The successful candidate should have an interest in cross-cutting policy areas; the ability to simplify and communicate complex concepts and ideas; the ability to manage multiple assignments and produce work products with little lead time; strong written, verbal, and visual communication skills; and as well an understanding of project management concepts and basic application; and the ability to work collaboratively. Proficiency with visualization software is highly desired.

Duties Description The Budget Planning, Operations, and Management Unit is seeking an enthusiastic and capable individual to join the Performance Management section to assist in the development and implementation of New York State’s priority policy efforts, with a focus data analysis and visualization.

Responsibilities of the Performance Management Specialist for the Performance Management Team would include, but are not limited to:
• Manage, coordinate and/or execute strategic initiatives
• Perform research, write reports and provide advice on a variety of policy areas
• Develop visual tools, including charts, graphs, timelines, infographics, process-flow maps, and slide decks
• Develop, track and communicate progress and status reports
• Author guidance and policy documents
• Facilitate workgroups
• Work collaboratively in the development, implementation, and management of cross-cutting projects and/or programs

Additional responsibilities may include, but are not limited to:
• Other duties to support delivery of unit assignments, as needed.
