Job Specifics
Minimum Qualifications • A bachelor's degree in finance, accounting or engineering;
Or
• A bachelor's degree in any discipline combined with a master's degree in Business Administration, Finance or Accounting;
And
• 10 years managing institutional fixed income portfolios and/or actively selecting and monitoring external institutional fixed income portfolio managers in an institutional setting. A minimum of 5 years experience must have been gained managing and/or monitoring institutional fixed income portfolios in excess of $3 billion.
<b>And</b>
• Five years of supervisory experience
Preferred Qualifications
Experience analyzing and managing fixed income portfolios; monitoring, executing or directing the execution of investment trades in multiple fixed income sub-asset classes including: corporate, government & agency, mortgage backed securities, money market instruments and foreign currency
• Familiarity with and operating knowledge of non-core fixed income assets (i.e., high yield bonds, leveraged loans, inflation protected securities and emerging market debt)
• Thorough understanding of the economic factors that significantly impact the fixed income markets and returns
• Functional in the use of technology such as Bloomberg, Trade Web, FactSet (or similar portfolio analytical tools such as The Yield Book), Market Axess and Excel in the analysis and/or execution of fixed income purchases, sales and portfolio management
• Operational knowledge of fixed income derivatives
• Broad understanding of fixed income asset classes including a working knowledge of non-USD fixed income markets and securities
• Experience with quantitative Fixed Income portfolio management
• Comprehensive understanding of risk management and controls
• Strategic and visionary thinker with the ability to manage implementation
• Proven ability to manage during times of financial market turmoil
• Chartered Financial Analyst designation and/or demonstrated progress towards obtaining the designation
• Demonstrated ability to develop and coach staff and to facilitate a collaborative environment

Duties Description • Participating in NYSTRS' asset allocation process, planning as it relates to the implementation of the fixed income portion of the asset allocation plan, identifying areas of relative value across fixed income sub-asset classes that are within the fixed income opportunity set and mandate, assembling a plan to execute said strategy and oversee implementation of the plan
• Performing due diligence, selection and monitoring of external fixed income money managers as a result of new or existing investment mandates in various fixed income sub-asset classes such as global bonds, high yield, inflation protected securities, emerging market debt and bank loans
• Implementation of internal portfolios which includes assessing and participating in the management and oversight of portfolios from a risk perspective, analyzing asset classes and specific securities and oversight of trade execution. For external portfolios evaluating money manager capabilities, conducting ongoing due diligence and analyzing performance.
• Collaborating, supervising and providing direction to staff in their discharge of Fixed Income team responsibilities
• Mentoring staff and overseeing their professional development
• Supervising the monitoring of agent lender managed securities lending program, notably the collateral reinvestment component, overall risk of the program and participate in the selection of future agent lenders and monitoring of existing agent lenders
• Overseing the execution of foreign currency transactions and selection of counterparties
• Taking part in NYSTRS’ Internal Investment Committee meetings, NYSTRS’ Board Investment Committee meetings and Investment Advisory Committee meetings
• Participating in the review and preparation of fixed income related investment policy manuals, procedures, consolidated annual report financial reporting information and periodic information disseminated to the NYSTRS’ Board
• Periodic domestic and international travel required, frequent at times
• Managing administrative duties and oversee new and existing initiatives including identification and evaluation of existing and new technology (i.e. fixed income analytical and trading platforms), hiring and evaluation of staff, the annual budgeting process, participate on internal NYSTRS’ committees and overseeing relationship building with fixed income counterparts as well as review and approve new fixed income counterparts
