Job Specifics

Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The incumbent of this position will provide support to the Office of Modal Grants Administration, which includes both the Public Transportation and Modal Grants Bureaus. The Office is responsible, in part, for the oversight and coordination of General Federal Transit Administration (FTA) and New York State mandated reporting on statewide public transportation programs and issues; the development and production of ad hoc reports that inform executive management in the budget-making process; financial data analysis and reporting/analysis of transit system related data; and data projections as needed. Duties include, but are not limited to:
• Apply analytical methods, including surveys and studies, to collect and analyze data related to transit sponsors/operators, vehicle fleets, operating budgets, and projected asset and operating needs;
• Summarize data, including manipulation of data and information, to show the effects of different or altered variables on funding, projects, plans and proposals;
• Review program documentation for appropriate information, clarity, and conformance for website publication;
• Evaluate projects, plans, and proposals for federal and state funding grant opportunities and for consistency with statewide transportation plans;
• Review programs of capital projects against state and federal guidelines to determine overall eligibility for funding and evaluate projects per established criteria;
• Monitor the impacts of overall project changes relative to the overall program budget to assess trends;
• Review work flow to streamline activities and make recommendations to the Office Director on process improvements;
• Assist in developing, implementing, and maintaining systems, procedures, and manuals in support of planning activities and projects;
• Develop planning process documents, including annual reports, certificate documentation, and summarizing reports for inclusion in planning document; and
• Prepare findings for supervisors, including recommendations and alternatives, demonstrating the rationale for conclusions and recommendations in final format.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
