Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 2 (G25) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 (G25) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: The preferred candidate will have significant experience managing multiple procurements, preparing and managing state and federal budgets, proficiency with the Statewide Financial System and prior supervisory experience.

Duties Description This position will oversee the State Operations Unit within the Fiscal Management Section of the Bureau of Supplemental Food Program’s Women, Infants and Children (WIC) Program. The successful candidate will provide supervision, oversight and guidance to Unit staff working on procurements including the preparation of procurement and contract documents, managing the development and implementation of Request for Proposals and/or Requests for Applications for the Bureau; and overseeing the purchasing of equipment, furniture, publications and supplies. The Health Program Administrator 2 (HPA2) will oversee the preparation of the Bureau’s annual budget request and expenditure plans, manage the state operations budget, complete federal reporting and year-end grant close-out, and maintain detailed contract matrices indicating the allocation of federal and state funding. The incumbent will Interpret and analyze federal WIC Program legislative and fiscal initiatives to ensure compliance and communicate with key staff in the Department’s Bureau of Budget Management and the Bureau of Contract Management to resolve funding issues. The HPA2 will ensure the timely and accurate preparation and processing of procurement documents, contracts and payments related to the daily operation of WIC Program in accordance with the United States Department of Agriculture regulations and Department of Health policies. The incumbent must have working knowledge of the Statewide Financial System including the ability to generate monthly reports to monitor contract expenditures, voucher payments, multiple grants and fund sources to ensure timely liquidation of funds and maximization of resources.

Additional Comments Contingent-Permanent, Full-time. Occasional travel within New York State, including to locations that may not be served by public transportation, may be required.
