Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Secretary 2.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Candidates must also be able to pass a typing proficiency exam.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Secretary 2 position in the Office of State Assessment (OSA). This Office is responsible for the coordination, development, and implementation of the Grade 3-8 English Language Arts and Mathematics Tests, Regents Examinations, Grades 4 and 8 Science Tests, NYS Alternate Assessment (NYSAA), NYS English as a Second Language Achievement Test (NYSESLAT), and the NYS Initial Identification Test for English Language Learners (NYSITELL). These examinations are administered to students in Kindergarten through Grade 12 enrolled in public, religious, independent, and charter schools throughout the State. Duties of this position include, but are not limited to, the following:
• Manage the calendar for the Assistant Commissioner, which involves scheduling many high priority meetings and rescheduling meetings on short notice when scheduling conflicts arise;
• Prepare meeting materials as necessary;
• Make travel arrangements and prepare expense reports for the Assistant Commissioner;
• Review all travel and procurement requests for the Assistant Commissioner’s approval;
• Serve as key liaison with other offices within the Department;
• Provide technical assistance to callers and direct phone calls to the appropriate units and staff;
• Coordinate work schedules within the office to ensure adequate coverage;
• Prepare letters, documents and reports, including formatting, proofreading, and distributing;
• Ensure that responses to Freedom of Information Law (FOIL) requests are being prepared in accordance with required timelines and that draft responses undergo appropriate review;
• Provide secretarial support to OSA’s contracts procurement team, assisting with preparation of RFPs and the weekly tracking of progress on the office’s procurement project; and
• Supervise office staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
*Leads to a maximum salary of $63,151 based on annual performance advances.
