Minimum Qualifications MINIMUM QUALIFICATIONS:
Reachable on current eligible list.
OR
Transfer: Candidates must be permanent as a Developmental Disabilities Program Specialist 4 and eligible for transfer or be eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title.
OR
Provisional (Promotional): In the event that there is not a valid eligible list, candidates who meet the following open competitive qualifications may be qualified for a provisional appointment: One year of service as a Developmental Disabilities Program Specialist 2, Treatment Team Leader (Developmental Disabilities) or Mental Hygiene Nursing Program.
PREFERED QUALIFICATIONS:
• Master’s degree in a human service related field (i.e., social work, psychology, etc.) and minimum of five (5) years’ experience working with people who have Developmental Disabilities.
• Three or more years supervisory experience with at least one (1) year supervisory experience supervising staff at multiple locations.
• Experience administering the Coordinated Assessment System (CAS) and/or other interview based assessments.
• Display strong writing, verbal communication, interpersonal, and organizational skills.
• Have a working knowledge of and be proficient in the use of a computer.
Duties Description POSITION DESCRIPTION:
The Developmental Disabilities Program Specialist 4 (DDPS 4) will oversee the CAS/QA Operations workforce statewide and is responsible for the day to day operations, workforce transition (e.g. Technical support staff, training, development a children’s tool etc.) and quality monitoring. This position is integral in the development of the identified phases of the QA process including creating, training, and implementation the future phases of QA activities for the CAS.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Oversees the Statewide QA Assessor field staff (statewide) including CAS workforce supervisors.
• Serves as the Master trainer for both CAS assessor and QA aspects for the state CAS operations workforce.
• Attends statewide Service Delivery leadership meetings.
• Works on special projects and committees as requested.
• Assists in development and implementation of training operations staff both on the QA and assessment aspects of the job.
• Supervises the local management staff as well as helping with supervision of the field staff as needed.
• Works on development and implementation of the CAS Operations manual including policy and procedure.
• Assists with the project team in the development of the CAS-based rate rationalization model, in conjunction with contract vendors.
• Assists in development of the Children’s assessment tool and facilitate training assessors in the use of that tool, upon its completion.
• Addresses stakeholder concerns on completed CAS assessments.
• Interfaces with other OPWDD units as needed.
• Addresses any concerns identified upon review of CAS productivity measures and other aspects of CAS implementation based upon the need of stakeholders.
• Oversees the workforce transition from Assessment functions to QA functions.
• Holds Uniform Assessment System(UAS) central office user roles and authorizes access to CAS assessments for other users as needed.
