Duties Description POSITION DESCRIPTION:

The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 140,000 individuals with developmental disabilities in New York State. The Developmental Disabilities Operations Director 2 will report directly to the Associate Commissioner for Enterprise Solutions. The mission of this Division is to develop and carry out fiscal policy that supports quality business practices for the agency, the Developmental Disabilities State Operations Offices (DDSOO), Developmental Disabilities Regional Offices (DDRO), and non-profit providers in their provision and oversight of a comprehensive and integrated system of person-centered supports and services for people with developmental disabilities. The incumbent of this position will be responsible for Fiscal Services and Central Business Administration within the Division of Enterprise Solutions, including regionally-based fiscal support activities, such as Business Offices and Revenue Support Field Offices.

PRIMARY DUTIES AND RESPONSIBILITIES:
Function as a key manager in support of OPWDD’s mission.

Oversee fiscal services activities including but not limited to procurement, contract development and management, fleet management, accounts payable, banking, benefits management for State-operated programs, and technical assistance on benefits for OPWDD’s network of non-profit service providers.

Support on-going efforts to centralize certain regionally-based fiscal services activities.

Regularly manage the development and implementation of agency-wide policies, procedural guidelines, and standards related to fiscal services activities to ensure consistency of practice and minimize risk. These activities are performed in support of the agency’s direction and priorities as established by the Commissioner.

Provide technical assistance and advice to Central Office leadership and DDSOO/DDRO staff and/or non-profit provider agencies regarding policy and standards interpretation and implementation.
