Job Specifics

Minimum Qualifications Eleven years of experience managing large, complex projects within state government. At least four years must include experience in budget/finance administration within state government. A Bachelor’s degree may substitute for four years of experience. A master’s degree may substitute for an additional year.

Duties Description 1. Collaborates with Project Director in defining the project scope and objectives, including the drafting of a request for proposal (RFP) for business process outsourcing for all student grant and scholarship programs.
2. Determines and develops RFP evaluation criteria. Oversees the research and collection of statistical, technical and specialized data including compilation and completion of reports required for development of the RFP.
3. Serves as a liaison with the Office of Information Technology Services (ITS) on all information technology-related and business process improvement activities.
4. Assesses and evaluates current in-house application and servicing process, provides leadership and oversight of the implementation phase of the G&S BPO initiative, including finalization of scope of work, oversight of establishment of technical environments (construction, testing, transition and production), business relationship management with the selected vendor for on-time and on-budget solution implementation for all agency stakeholders.
5. Coordinates processing redesign, vendor services and related business relationships to build a culture of strong customer service focus. Streamlines procedures and processes to more effectively serve students, parents, families, schools and other stakeholders.
6. Builds and leads an interdisciplinary team of professional staff to assist in determining project scope and phased implementation upon selection of a vendor. Serves as technical specialist to ensure the progress, timeliness and quality of assignments.
7. Coordinates technology needs with other New York State agencies (including OCFS, DTF and SED) to ensure application processing needs are captured in the RFP.
8. Develops and manages detailed project plans to monitor and track RFP development, selection and implementation progress, and make adjustments as necessary.
9. Reports on-going progress to Project Director and/or Executive staff and escalates problems as needed. Responds to incidents and implements proactive measures to minimize disruption/delays.
10. Collaborates with Project Director and other members of HESC’s executive team on the submission of a RFP and directs the vendor search and selection process to secure a viable technology platform.
11. Communicates clearly and routinely with stakeholders to move implementation phases forward. Oversees the development of solutions to operating barriers and motivate staff to use problem solving skills when seeking solutions or overcoming real or perceived barriers.
12. Coordinates and oversees the defect management process and tools with the vendor to ensure all issues are addressed and resolved in a timely manner; and ensures vendor compliance with all Service Level Objectives (SLO) and takes corrective action when necessary.
13. Directs the application of new technologies and methodologies to develop other HESC application programs and services, or changes to existing programs due to evolving business needs or legislation.
14. Ensures timely project delivery, within scope and budget.
15. Establishes and maintains a relationship with the selected vendor, conducts regular meetings during implementation, and holds the vendor accountable to contract deliverables. Ensures support and management of high-availability systems.
16. Perform other duties as assigned.
