Job Specifics
Minimum Qualifications Candidates must be reachable on the Decentralized State Program Examiner Trainee 1 list or be a current NYS employee eligible for transfer under Section 70.4 of the Civil Service Law. OR
Eligible for transfer to the State Program Examiner 1 title under Section 52.6 or Section 70.1 of the Civil Service Law.
To be eligible for transfer under Section 52.6 or 70.1, candidates must have one year of permanent competitive service in a title allocated to grade 16 or higher.
To be eligible to transfer under Section 70.4 to a State Program Examiner Trainee 1 a candidate must:
1. have one year of permanent, competitive service allocated to grade 12 or higher,
2. meet the open competitive minimum qualifications of the position, and
3. have standing on the open competitive decentralized exam list #20-722.
Duties Description * Under the supervision of a State Program Examiner 2, performs audits in accordance with applicable auditing standards; analyzes areas for audit, helps establish scope and areas of risk; suggests approaches for addressing risk, evaluates systems and procedures relating to audit areas for compliance with applicable laws, rules and regulations and contract terms, as appropriate; examines the financial accounts by inspecting records, ensuring that transactions are properly accounted for and recorded, funds are utilized in accordance with laws and regulations, and proper and effective controls are in place for areas under audit; uses computer assisted auditing tools and techniques across various platforms to meet audit objectives; prepares audit work papers to document work done and conclusions; prepares preliminary audit findings or portions thereof, discusses findings with auditee representatives, and participates in exit and entrance conferences.
* May assist in the supervision of other examiners, trainees or students providing guidance and support by evaluating working papers for completeness, accuracy, and adequacy of supporting documentation; staff who consistently demonstrate competent skills may be assigned as a lead auditor and supervise those tasks performed by trainees and/or students assistants on assignments that management considers to be small, low risk or fairly routine.
* May perform tasks assessing program risks to plan potential audits, work on special projects or audit research efforts and may also assist in a variety of other areas supporting the audit work.

(1) Strong verbal and written communication skills.
(2) Strong capacity in auditing skills such as professional skepticism, persistence, creative thinking and
risk taking.
(3) Strong analytical and problem solving abilities.
(4) Excellent interpersonal and team skills.
(5) Proficient in use of technology such as Microsoft Office Suite and familiar with audit software used by SGA.
(6) Knowledge of the NYS Comptroller’s Office and the Division of State Government Accountability.
