Job Specifics
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent service as a Contract Management Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 2, Grade 23, in the Administrative Support Services Group, Facility Support Services, Nutrition and Fleet. Under the supervision of the program Director, the Contract Management Specialist 2 will perform program management activities required to support the OMH Fleet program at 22 Psychiatric centers, 2 Research facilities, Cook Chill Production Center, and its Central Office and will perform contract management related activities for program areas within Facility Support Services. Specific duties to be performed may include, but are not limited to, the following:
Manage the purchase process of fleet vehicles through the creation of a Business Case to support a purchase, submit and review mini-bids to OGS, and complete the licensing and distribution of vehicles to OMH program areas.
Coordinate the fleet surplus process, including the surplussing of OMH vehicles, and monitor the OGS surplus website for vehicles that may be of use to OMH.
Monitor the DMV Licensed Event Notification System (LENS) for all Central Office staff and report any license suspensions to OMH Personnel Department for their action; supervise another staff member to ensure the LENS driver enrollment is being kept updated in the OMH and DMV databases.
Monitor vehicle accident reports for the Agency fleet to determine if the accident meets the reporting criteria of the NYS Accident Review Board; report any accidents meeting this criteria.
Review, approve and sign affidavits from the Attorney General’s Office on accident settlements.
Monitor OMH EZ Pass accounts for any abnormalities; review bills for accuracy and approve for payment.
Monitor monthly WEX fuel card purchases, including those at OGS and Thruway Authority fueling stations, to ensure that fuel purchases are in line with expectations; communicate with OMH Consolidated Business Office to ensure needed payment approvals are in place and that account payments are made in a timely manner.
Communicate with DMV and OGS fleet contacts as needed and provide input to OGS in the development of fleet related documents and contracts.
Work within multiple computer based fleet tracking systems including OMH’s Capital Asset Management System (CAMS); OGS Fleetwave, ARI vehicle maintenance system, WEX fuel program, DMV LENS, and other fleet related program databases as may be required, to update and monitor fleet information.
Interact daily with Facility Deputy Directors and Facility Fleet Coordinators on fleet related issues, and to coordinate the implementation of policy changes, and new mandates.
Develop contracts, Requests for Proposals (RFP’s), Invitations for Bids (IFB’s), and other related documents for Nutrition Services and the Revitalization program.
Review contracts to ensure appropriate guidelines, rules and regulations are met and adhered to, and all required approvals are obtained in accordance with State and agency policies.
Provide assistance with the tracking of lease contracts as they move through the control agency approval process.
Pursue and maintain a contract for HVAC Filters, working with the Consolidated Business Office on contract and procurement issues and assisting with identifying existing state contracts for various product purchasing.
