Job Specifics

Minimum Qualifications Six years of experience as follows:
- Developing and maintaining batch and online applications on an IBM z/OS environment using IBM COBOL, JCL, CA-IDMS, and CA-ADS.
- Creating and maintaining interfaces which leverage CA-IDMS, Oracle, IBM COBOL, JCL, MS BizTalk, Electronic Data Interchange (EDI), Global Event Control Server (GECS) Scheduler, File Transfer Protocol (FTP) and VB.Net.
- Maintaining and supporting batch data exchanges between Oracle and IDMS environments.

The following degrees may substitute for the general experience as indicated:
- Associate’s degree and five years of experience
- Associate’s degree including 15 semester credit hours in computer science and four years of experience
- Bachelor’s degree and four years of experience
- Bachelor’s degree including 15 semester credit hours in computer science and three years of experience
- Master’s degree in computer science or related field substitutes for an additional year of experience
- Doctorate in computer science or related field substitutes for an additional 2 years of experience

Duties Description Under the direction of an Manager Information Technology services 1, G-27, within the Behavioral Health Portfolio/Business Solutions/Office of Mental Health Section, the position will function as a Mainframe Development Lead for the Billing Modifications and Billing Modernization projects. Duties include, but are not limited to, the following:

- Developing and maintaining batch and online applications in an IBM z/OS environment using IBM COBOL, JCL, CA-IDMS, and CA-ADS.
- Creating and maintaining interfaces which leverage CA-IDMS, Oracle, IBM COBOL, JCL, MS BizTalk, Electronic Data Interchange (EDI), Global Event Control Server (GECS) Scheduler, File Transfer Protocol (FTP) and VB.Net.
- Providing support for various mainframe CA-IDMS applications including the Uniform Billing System (UBS), Comprehensive Billing System (COBS), & State Operated Community Residences / Residential Care Centers for Adults (SOCR RCCA) Management System (SRMS).
- Maintaining and supporting multiple batch data feeds/exchanges between Oracle and Integrated Database Management System (IDMS) environments including the Mental Health Automated Record System (MHARS), Financial Information System (FIS), Cost Reporting Application (OCRA), and the Cash Apply System (CAS).
- Performing analysis, designing, coding, and testing of changes based on State/Federal mandates and requests.
- Monitoring production batch jobs, analyzing results and addressing aborts/system failures as needed.
- Migrating batch and online application changes using standard migration procedures.
- Utilizing SQL scripts to create and modify Oracle database tables as well as to create and maintain database packages, procedures, functions, triggers, etc.
- Creating technical documentation including architecture diagrams and code comments based on industry standards.
- Actively adapting to changing technology needs and frameworks to best serve the technical and business needs of the organization.
- Collaborating with business analysts to translate requirements into system designs which meet business objectives, adapting more efficient processes where possible.
- Leveraging the Secure Software Development Life Cycle (SSDLC) for all activities.
- Leveraging best practices, patterns and standards for development of new and existing systems.
- Acting as a lead developer, mentoring and training staff, enforcing programming standards, and coordinating work assignments.
- Performing peer code reviews for other application developers.
- Creating accurate time estimates for the completion of technical documentation, programming, code reviews, unit test creation and execution tasks.
- Mentoring junior developer staff in the creation of accurate estimates for application development tasks.
- Mentoring junior developer staff in code writing techniques which leverage best practices, patterns and standards for development of new and existing systems.
- Working with other support teams as needed to ensure application health including patching, monitoring and upgrades as appropriate.
- Assisting with system integration, load and performance test planning and validation efforts.
- Assisting in the completion of system integration tests and remediation of issues as needed.
- Assisting with the creation and maintenance of functional documentation.
- Assisting in the facilitation of User Acceptance Testing for any system upgrades.
- Debugging, troubleshooting and remediating application break/fix issues as needed.
- Maintaining excellent written and oral communication.
- Performing supervisory related tasks for state and/or contract staff.
