Job Specifics

Minimum Qualifications Non-Competitive: Seven years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector. One year of this experience must have been at a supervisory level. A bachelor’s degree may substitute for four years of the non-supervisory experience. A master’s degree may substitute for one year of the non-supervisory experience.

Duties Description The incumbent of this position will assist with assuring Equal Employment and Equal Contracting Opportunity Compliance. They will also be responsible for assuring that contractors, subcontractors, consultants, public and private not-for-profit organizations, and minority, women and disadvantaged businesses doing business with the Department of Transportation and its sub-recipients comply with Federal and State Equal Opportunity statutes, rules, regulations, policies, and Executive Orders governing businesses receiving public funds for goods and services.

Duties include, but are not limited to:

• Assist with the implementation of policies and procedures associated with Sponsor’s (municipalities, airports, transit operators, railroads, port operators, not-for-profits), DBE, SDVOBE, EEO and MWBE contract requirements;
• Assist with the completion and submission of Goal Methodologies;
• Monitor Title VI compliance with the Federal Transit Administration (FTA), the Federal Aviation Administration (FAA), and the Federal Highway Administration (FHWA);
• Assist Sponsors, contractors, and sub-contractors with resolving civil rights compliance issues;
• Coordinate training and implementation of contract compliance processes using contract compliance software and recommend revisions and improvements to procedures;
• Assist with pre-award and post award contract compliance activities;
• Monitor ADA related compliance activities;
• Prepare periodic reports of program activities for the Department and other State and Federal agencies;
• Provide technical support, assistance and training to Contractors, Vendors, and Department staff as needed;
• Coordinate program activities, policies, etc. between the Policy and Planning Division (PPD), Office of Civil Rights and other Department program areas;
• Assist with Civil Rights related education, training, outreach for Regions, Policy and Planning Division, Sponsors, etc.;
• Conduct site visits to ensure contractual compliance;
• Investigate and resolve complaints from the public related to the programs, Sponsors, or contractors; and
• Meet with community groups, contractors, labor unions, consultants, minority organizations, etc., to discuss the implementation of diversity programs and promote understanding of program goals and objectives.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
