Minimum Qualifications MINIMUM QUALIFICATIONS:

For Open Competitive Opportunity: Licensed and currently registered to practice psychology in New York State.

For Transfer Opportunity: One year permanent competitive service as a Licensed Psychologist or eligible for a 70.1 transfer.

Duties Description POSITION DESCRIPTION:

The Licensed Psychologist working for the Bureau of Intensive Treatment Services, in Statewide Services of Central Office, is responsible for the support and assessment of health and safety conditions and practices related to psychological, forensic, direct care, and other clinical services at both OPWDD and Voluntary Agencies. The Licensed Psychologist reviews and provides feedback on individualized risk and behavioral assessments, risk management and behavioral intervention services. In some cases, the Licensed Psychologist may be asked to complete risk assessments or consult directly on individuals who present with behavioral challenges. The Licensed Psychologist would also be responsible for researching and disseminating existing and emerging evidence-based assessment and treatment techniques for behaviorally complex and/or forensic individuals.

PRIMARY DUTIES AND RESPONSIBILITIES:

Duties and responsibilities include, but are not limited to, the following:

• Provide consultation directly to Regional, State-Operated and Voluntary Agency psychologists regarding challenging, complex, forensic, multiply-diagnosed, and/or children’s services cases. This includes consultation on court-ordered cases via CPL 730 (individuals found not competent to stand to trial), CPL 330.20 (individuals for Not Responsible by Reason of Mental Disease or Defect), Family Court 322 (juvenile delinquency proceedings), and individuals receiving OPWDD services in the community who become otherwise involved with the criminal justice system. These duties require frequent support to field psychologists, forensic liaisons and local criminal justice partners (e.g., courts, Police, correctional facilities, Parole, Probation, district and defense attorneys).

• Coordinate the Statewide Forensic Advisory Committee and the Statewide Admissions Committee. The function of these committees is to review clinical case content, decide on appropriateness for admission to intensive treatment settings and/or otherwise ensure that an individual’s risks to his or her own health and safety are identified and addressed in proposed risk management plans.

• Participate on the Commissioner’s Review Committee on Restrictive Behavioral Interventions. The function of this committee is to review requests for specific interventions and ensure that appropriate assessment and treatment services are delivered in a manner that complies with health and safety standards and conditions.

• Participate on the Third Step Eligibility Review Committee which reviews documentation submitted for requests to receive services through OPWDD It also involves researching and reviewing new or updated psychological test instruments and providing recommendations regarding the appropriateness of their use with the developmentally disabled population.

• Conduct or arrange for experts to conduct, agency-wide trainings on psychology discipline topics to ensure the use of best clinical practices in the field. Examples of critical content areas include risk assessment for violence and sexual offending behavior, competency evaluation and restoration and interventions for multiply--diagnosed individuals.

• Assist in the development of standards for programming, competency training and policy at intensive treatment option (ITO) facilities and for individuals in the community who have been court-ordered to OPWDD.
