Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 2.
Eligible List Appointment: Candidates must be reachable on the Archives and Records Management Specialist 2 eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.
Duties Description The New York State Archives is seeking candidates for an Archives and Records Management Specialist 2 within the Scheduling and State Agency Services Unit. This unit provides records management and retention and disposition scheduling services to State agencies and local governments. The unit is responsible for conducting onsite appraisals of State and local government records to determine archival value and prepare reports of evaluations. The incumbent of this position will develop extensive knowledge of New York State laws and regulations as they relate to the creation of records, the limitations on actions by and against the State, and financial accountability statutes and regulations as they relate to the retention and disposal of records. Duties of these positions include, but are not limited to, the following:
• Develop and update retention and disposition schedules for State and local government records, including general records retention and disposition schedules;
• Conduct extensive legal, fiscal and programmatic research on the functions and operations of State agencies and local governments to identify recordkeeping requirements, business functions and legal obligations that affect records retention or archival value;
• Assist agencies to develop records management programs including analysis, system design, appraisal, and retention scheduling for born digital records in large scale database systems, office documents, electronic mail systems, and geographic information systems;

• Coordinate, develop and design onsite and online training and education programs for State agencies regarding records management including records retention, records access, recordkeeping requirements for born digital records;
• Assist in the operations of the State Records Center including working closely with warehouse staff, review of agency transfer documentation to ensure compliance with retention schedules and review of agency requests for extensions to retention periods;
• Assist with assessment and large-scale transfer of records from State agencies.
Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent appointments. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. The work schedule for this position includes hours of Monday through Friday (9:00am – 5:00pm) with rotating Saturdays (9:00am – 5:00pm). Verification of degree and/or work experience will be required for all candidates at the time of interview. This position also involves occasional overnight travel and frequent workday travel of at least 5% to agency sites and local government offices.
* Leads to a maximum salary of $71,980 based on annual performance advances.
