Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Accountant.

Eligible List Appointment: Candidates must be reachable on the Associate Accountant Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate Accountant position. The incumbent of this position will be responsible for acting as a fiscal liaison within the Department. Duties of this position include, but are not be limited to the following:

• Perform a systematic examination and appraisal of grants, program records and financial information to ensure that all grants are maintained in compliance with applicable laws, rules, regulations and contract provisions;
• Evaluate internal controls and practices;
• Serve as point-of-contact for all contractors and subcontractors on fiscal matters;
• Work with program staff to provide the first level of review for appropriateness and to ensure only eligible expenses are proposed for all grants;
• Provide first level review of all fiscal monitoring of FS-10 budget forms, FS-10A amendment forms, and FS-10F final forms;
• Track adjustments to awards through the CAFÉ fiscal system;
• Work with Grants Management and Grants Finance Offices to track all documentation related to SIG/CSG plans, budgets and amendments;
• Conduct reviews of LEA/school budgets;
• Prepare and submit federal financial reports, grant application budgets and other financial material required or requested by funding sources;
• Oversee and coordinate fiscal audits and requests for review of claims;
• Respond to fiscal inquiries from State and federal agencies as well as internal SED senior management; and
• Provide fiscal and budgetary support to the Assistant Commissioner and program staff, including development of annual budget requests.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required for all candidates at the time of interview.

*Leads to a maximum salary of $92,693 based on annual performance advances.
