Job Specifics
Minimum Qualifications Bachelor’s degree* and seven years of experience** with identification operations, or criminal history operations, or information technology experience with identification/biometric systems. Two of the seven years must have been at the managerial level.
*An additional four years of the experience described above may substitute for a Bachelor’s degree.
**J.D. or Master’s degree may substitute for one year of the experience described above. Ph.D. may substitute for two years of the experience described above.
Preferred Qualifications: Preference will be given to candidates who possess a Bachelor’s Degree, Master’s Degree or higher in the field of Management, Administration, Criminal Justice, or Forensics; and those with strong leadership and management skills.
Duties Description The incumbent will be responsible for oversight and management of all activity in the Division of Criminal Justice (DCJS) State Identification Bureau, which is a 24/7/365 operation. Duties will include managing supervisory staff; preparing the program’s budget; developing policy; and analyzing and assessing proposed legislation, procedural changes, and administrative mandates on the criminal justice system as well as their impact on identification operations. The incumbent will ensure that all aspects of core mission processing is completed in accordance with agency policy and procedure and as required by law; and will provide guidance for establishing agency policies in accordance with NYS Law. Duties will also include, but are not limited to:
• Initiate and evaluate new policies, procedures and programs in support of legislative mandates and user agency requirements;
• Coordinate identification operations with the needs of other State, local and federal criminal justice agencies, including the FBI;
• Represent DCJS in dealing with client agencies at all levels of government;
• Interact with DCJS executive staff and program managers to advance the mission of DCJS;
• Make recommendations to the Commissioner and First Deputy Commissioner on organizational changes, fiscal issues, and the future direction of activities in relation to fingerprints and other biometrics; and
• Assist in planning and management to meet emergency needs and plan for work fluxes and systems shortcomings.
Additional Comments Appointment is subject to Division of Budget waiver approval.
