Minimum Qualifications MINIMUM QUALIFICATIONS:

Interested candidates must be reachable on the current Civil Service Eligible List
OR
Candidates must be current New York State employees with one year of permanent competitive or 55-b/55-c service as an Office Assistant 1 OR one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

The Office of Counsel provides legal guidance and services to the OPWDD network on the myriad of issues arising from the delivery of supports and services to individuals with developmental disabilities.

Issues include consent to treatment, certification/decertification, eligibility, retention in secure facilities, corporate governance, criminal background checks, site selection, guardianships and special needs trusts and Medicaid interpretation/compliance. Attorneys are called upon to draft and review legislation, regulations, contracts, real property transactions and bond issuances, advise on employment matters, participate in administrative hearings and oversee litigation and certain administrative hearings.

Position to perform routine manual and clerical activities. The responsibilities of this position include:

• Answer and directing telephone calls
• Ordering office supplies
• Maintaining law book library and filing updates.
• Scheduling and tracking meetings using Outlook and other office tools
• Opening, logging in and distributing mail
• Scanning and copying various documents
• Proof reading and mailing correspondence including certified and overnight mail
• Assisting in making travel arrangements for senior staff
• Various other projects as necessary
