Job Specifics
Minimum Qualifications The selected candidate must be eligible for transfer under Section 52.6 of the Civil Service Law or reachable on the appropriate exams for this title in accordance with the provisions of Civil Service Law, Rules and Regulations.
Duties Description A position exists at DTF for a Taxpayer Services Administrator 1 in the Returns Processing Center (RPC) Operational unit. This unit is responsible for the receipt and processing of paper returns and payments for multiple tax types. DTF administers more than 40 state and local taxes, including Personal Income Tax, Corporation Tax and Sales Tax. Although most returns are received electronically, over 2 million paper tax returns must be processed annually. Paper return processing involves various technologies including high speed document processing, remittance depositing, data entry, and exception work. Manual processes such as mail receipt, opening, sorting, and document preparation for scanning are also functions performed in the RPC. A variety of computer programs and applications are used based on the tax type and task to be completed.
A Taxpayer Services Administrator 1 in the RPC Operational unit will oversee the daily activities of the section, directly supervising unit managers, and coordinating with other section heads to ensure that operations are performed consistently, efficiently, and in accordance with bureau priorities. Staff development, initiative, and self-motivation is strongly encouraged.
PRIMARY DUTIES AND RESPONSIBILITES:
More specifically, under the direction of a Taxpayer Services Administrator 2, the Taxpayer Services Administrator 1 will:
• Manage resources to gain maximum employee productivity and ensure critical business tasks are completed.
• Create and implement plans to accommodate workload changes and responsibilities that result from legislative mandates and upper management directives.
• Create, coordinate, and analyze various reports such as weekly, monthly, project, statistical or other production reports.
• Review, analyze and comment on legislation and other administrative proposals that affect operations.
• Serve as a liaison between Sections and other Bureaus within OPS and DTF, keeping others informed of changes in legislation, management directives, new services or contracts, and procedures.
• Initiate and manage new processes or make changes to existing ones through either direct intervention or through service and information technology investment requests.
• Communicate effectively both verbally and in writing, with taxpayers, tax professionals, management, and inter-bureau or inter- Department personnel.
