Minimum Qualifications
To be considered for contingent/permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made. If you are appointed provisionally, you must take and pass the next Civil Service examination for this title when it is administered. Employees appointed provisionally must be reachable on the resulting eligible list for that title or their employment in the position (may have hold item) will end.
The minimum requirements for taking the examination are:
Promotion: One year of permanent competitive or non-competitive (including 55-b/55-c) service in a position allocated to Grade 8 or higher; AND

Either 1. one year of experience in the field of occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention,* construction safety, or building design relating to fire codes;

Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, fire safety and prevention, construction safety, or building design relating to fire codes;

Or 3. successful completion of NYS Firefighter 1 certification.

Open Competitive:

Either 1. four years of experience in the field of occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention,* or building design relating to fire codes;

Or 2. 30 semester college credits in occupational safety and health, industrial safety, industrial hygiene, construction safety, fire safety and prevention, or building design relating to fire codes AND three years of experience as described above.
*Experience related to firefighting (paid and volunteer) is NOT qualifying

Duties Description Duties include, but are not limited to:
• Ensure Regional compliance with NYS Uniform Fire Prevention and Building Code.
• Conduct safety inspections of all regional facilities, prepare reports of findings and recommend corrective action.
• Conduct safety training, assist with conducting safety meetings including but not limited to work zone traffic control, CPR/first aid, and Driver Improvement Program.
• Collect, compile and analyze data regarding personal injuries, motor vehicle accidents, workers’ compensation, etc.
• Coordinate safety recognition programs.
• Update Regional Safety & Health website.
• Assist in the administration of OSHA hearing and respirator protection programs. Visit Transportation Maintenance, other programs, and work zones with recommendations regarding maintenance and protection of employees in traffic.
• The incumbent must obtain within one year and maintain a New York State Code Enforcement Officer’s certificate.
• Perform a variety of related duties as required.
Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
The duties of this position may require considerable travel. At the time of appointment and continuously thereafter, a candidate must demonstrate the ability to meet the travel requirements of the position.
