Minimum Qualifications MINIMUM QUALIFICATIONS:

Transfer: Candidates must be permanent as a Developmental Disabilities Program Specialist 3 and eligible for transfer or be eligible to transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title.
Duties Description POSITION DESCRIPTION:
OPWDD’s Money Follows the Person (MFP) Program will facilitate individuals moving from institutional residential settings into qualifying community settings with person-centered planning and follow-up to ensure each person’s needs are met and their quality of life is improved. This person will serve as the Project Director in the oversight of OPWDD’s participation in the MFP Demonstration, including support to the Intermediate Care Facilities (ICF) Transition Plan and ICF Conversions, and will ensure the ability to meet federal program requirements.
PRIMARY DUTIES AND RESPONSIBILITIES:
• Supervising activities in all aspects of program implementation including public outreach and education, training and technical assistance;
• Supervising assigned MFP staff;
• Executing MOUs;
• Processing single/sole source contract requests;
• Drafting Requests for Applications, review of protocols/oversight of vendor selections;
• Coordinating financial/statistical data for CMS reports;
• Developing policies and procedures related to MFP participants and related LTC rebalancing activities;
• Developing Operational Protocol updates for DOH management for submission to CMS;
• Reconciling vendor payment vouchers and program reports to assure meeting contract deliverables;
• Overseeing completion of the MFP Quality of Life surveys;
• Compiling cross contractor survey data;
• Developing annual project budgets;
• Providing technical assistance/training to MFP staff and contractors;
