Job Specifics

Minimum Qualifications Bachelor‘s degree from a four year college or university in Computer Science, Engineering, Mathematics or related field and 5 years managerial experience in Information Technology including oversight of budgeting, planning, and personnel matters for multiple units within an Information Technology organization
Or
An associate degree in Computer Science, Mathematics, or a closely related field and 7 years of managerial experience in Information Technology including oversight of budgeting, planning, and personnel matters for multiple units within an Information Technology organization.

Duties Description Manage the Information Technology Technical Services Department of NYSTRS. This encompasses all departmental functions including, but not limited to: budgeting, personnel planning, review/approval of technological strategies, supervision of daily operations, business continuity planning, and customer service.
The Manager of Information Technology Technical Services is responsible for, but not limited to, the following duties:
• Provide strategic direction for IT Technical Services department
• Responsible for the preparation and approval of the departmental budget
• Provide technical advice, guidance, direction, and authorization for IT projects and procedures
• Responsible for developing, implementing, and enforcing IT policies, standards, procedures and methodologies
• Ensure technical infrastructure is available and performing adequately to service members and staff as agreed upon by user departments
• Assess and plan IT Technical Services staffing needs to meet organizational and departmental strategic objectives
• Responsible for ensuring staff training needs and development are accommodated.
• Oversee all staff related HR issues
• Actively participate in enterprise project review/advisory committees
• Review and approve contracts and purchase agreements
• Help to maintain organization’s effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies
• Interact with all departments to be aware of departmental/organization needs and find technologies to meet those needs.
• Work jointly with the Manager of Information Technology – Business Solutions to ensure total awareness of all information technology initiatives and strategic plans.
