Job Specifics
Minimum Qualifications A bachelor's degree and three years of experience conducting research studies requiring the analysis and interpretation of government policy issues and the preparation of written reports. One year of this experience must have been in taxation or government finance. A master’s degree in public administration, public affairs, policy sciences, political science, government, or a related field may substitute for one year of the general experience.
Duties Description Under the direction of the Tax Policy Analyst 3, M-2, the incumbent will conduct studies of the State’s tax structure to develop and analyze specific tax policies, evaluate the effects of the tax policies on taxpayers and the economy of the State and research and conduct major studies which will be produced for use by the Governor and Legislature to proceed from a sound factual basis in formulating tax policy.
Analyze the effects of various tax programs in relation to the economic and business climate of the State and recommend policy initiatives and/or alternatives projecting and delineating possible impacts on the mission of the department.
Conduct research studies related to the tax structure, estimate the impact of changes on taxpayers, tax revenue, and the State’s economic activity, and recommend revisions of the tax structure including shifts in tax emphasis, increase, reduction. or elimination of existing taxes.
As assigned, supervise or serve as team leader to one or more Tax Policy Analyst(s) 1 while conducting research studies of the tax structure.
Research, forecast, analyze, and determine the immediate and long-range effects of policy decisions made by higher level executives in the areas of State and local taxes including economic, revenue, and fiscal matters. Make appropriate recommendations.
Conduct comparative studies of New York State tax structure with those of other industrial states.
Evaluate the relationship of the federal and State tax structures.
Perform comprehensive reviews of the tax(es) assigned with special attention to their effect on the State’s business climate, the burden of the tax(es) and how they have been changing, make appropriate recommendations on applicable tax policy and alternatives.
Participate in the preparation of the tax statistical studies and reports for departmental, Division of the Budget, and Legislative Tax Law proposals.
As assigned, provide support to industry/government task forces.
Participate in the design and writing of computer programs for revenue projections and forecasts and the design, maintenance and/or revision of econometric models, as appropriate.
Examine alternate methods of taxation.
As assigned, review reforms of the various revenues or taxes.
Maintain knowledge of new developments and initiatives in the field of taxation by attending seminars, conferences and hearings and by reviewing pertinent literature.
Perform other studies as directed.
