Job Specifics
Minimum Qualifications Education Level required: Bachelor’s Degree in Degree Business Administration, Public Policy,
Telecommunications, or Operations Management. Advanced degree preferred.
Relevant experience required: Minimum 5 years’ high-level professional experience, particularly in the area of technology preferred. Project management experience, including experience managing multiple complex projects, which overlap in schedule, from origination to closeout, as well as the development and implementation of project plans. Experience building successful partnerships and persuading stakeholders. Experience working effectively under pressure.
Knowledge required: Knowledge and experience with telecommunications and/or technology projects. Understanding of how broadband access fosters community and economic development. Understanding of the historic barriers to broadband deployment access in New York State. Extensive knowledge and understanding of state policy making, regulations, and procedures. Knowledge of federal programs that support innovation and technology adoption. Strong communication skills, verbally and in writing and the ability to develop clear and succinct work-product. Must have excellent computer skills and be proficient with Excel, Word, and PowerPoint.
Duties Description **This position is temporary and subject to available funding**
Basic Function: Support Broadband Program Office (BPO) leadership in administration of the New NY Broadband Program and development/implementation of new policy initiatives to drive innovation and technology adoption. Manage and implement large, diverse and complex projects that may overlap in schedule, and ensure projects are completed as planned.
Work Performed:
• Support BPO leadership in management of the New NY Broadband Program.
• Support the development, structuring, and implementation of new policy initiatives driving innovation and technology adoption across the State.
• Conduct research, prepare analyses, and suggest strategies for achievement of programmatic goals.
• Prepare deliverables to support BPO projects.
• Propose implementation workplans, success metrics, and milestone goals for BPO projects.
• Develop project management tools to support and streamline BPO workflows.
• Perform data aggregation and analysis to support BPO operations.
• Coordinate the work of internal BPO team members and external contractors engaged by the BPO.
• Support the ongoing monitoring and validation of grant-supported broadband projects across the State.
• Work collaboratively with the Executive Chamber, State agencies, and other external stakeholders as directed on BPO projects.
• Support BPO external outreach and communications.
• Handle special assignments as required by BPO.
• Maintain ability to work effectively under pressure situations, changing priorities and tight deadlines.
