Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent non-competitive service as an Investigative Specialist 2 (Professional Conduct).
Non-Competitive Appointment: For non-competitive appointment, candidates must have:
Either 1. One year of permanent non-competitive service as an Investigative Specialist 1;
Or 2. Seven years of experience in conducting field investigations or investigations of professional or medical misconduct preliminary to civil litigation or criminal prosecution. This experience must include conducting interviews of witnesses and others; preparing detailed reports of investigative findings; and, testifying at administrative or criminal proceedings. One year of the experience must have been at a supervisory level.
SUBSTITUTION: An associate's degree in criminal justice or a related field may be substituted for two years of qualifying experience. A bachelor’s degree in criminal justice or a related field may substitute for four years of qualifying experience. Related fields include: law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, and economic crime management.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Investigative Specialist 2 (Professional Conduct) position in the Office of School Personnel Review and Accountability (OSPRA). This Office is responsible for preparing and prosecuting cases against teachers and school administrators who lack the moral character to hold such a credential pursuant to Education Law. OSPRA is also responsible for making determinations concerning whether employment clearances for school district employees should be issued based upon fingerprint supported criminal history background checks. Duties of this position include, but are not limited to, the following:
• Supervise subordinate Investigative Specialist 1 positions on moral character matters and fingerprint supported criminal history background check matters;
• Interview complainants, school officials, witnesses and agency personnel in preparation for moral character hearings;
• Maintain working relationship with and provide technical assistance to complainants, applicants, school districts, school attorneys, members of the public, courts, police departments and other law enforcement entities;
• Review and evaluate moral character complaints;
• Oversee the review and evaluation of criminal histories;
• Prepare investigative reports and maintain TEACH system and other database records;
• Testify at moral character hearings; and
• Perform other duties as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and work experience will be required for all candidates at the time of interview.
*Leads to a maximum salary of $92,693 based on annual performance advances.
