Bachelor's degree in Accounting, Finance or Business Administration or related field, plus three years’ relevant experience in cash management. Prior banking or investment operations experience.
Preferred Qualifications
Bachelor's degree in Accounting, Finance, Business Administration or related field plus three years’ experience in treasury/cash management or banking, investments operation and/or public finance, including treasury workstation and bank software experience. Supervisory experience.

Duties Description Primary Purpose
Working under the general supervision of the Manager or Assistant Director, Investments, the Senior Accountant performs various complex professional functions, including the monitoring, review, analysis and reporting of investments and other financial activities, and ensuring the integrity of DASNY’s financial systems. The Senior Accountant will support all aspects of Cash Management activities. This includes evaluation of new banking products and services and supporting the cash forecasting process.
Essential Functions
• Review and analyze financial data/statements for accuracy, completeness and compliance with laws, standards, policies and/or terms of a contract/agreement/bond issue, etc.
• Exercise sound judgement in matters of financial significance, such as purchase and sale of securities and disbursements to clients and vendors.
• Analyze financial discrepancies between systems and reports and coordinate resolution.
• Review wire transfers, maturity schedules, investment activity, bid sheets, and other financial data.
• Track investment earnings in bond proceeds accounts and prepare letters directing transfer to the appropriate debt service fund.
• Assist with the review of restricted reinvestment instructions and serve as backup to the reinvestment process.
• Reconcile data from various sources to applications, databases, and the general ledger.
• Maintain systems applications/databases/treasury workstation and test upgrades.
• Perform and review complex financial calculations.
• Ensure accurate maintenance of custodial bank accounts, account balances, bank or Treasury systems and bank cost information.
• Review monthly bank account analysis statement to ensure accuracy and suggest cost saving measures.
• Track potential rebates earned under DASNY’s Comprehensive Payables Program.
• Assist with the opening and closing of bank accounts.
• Review various financial transactions/documents such as re-investments and daily investment collateral transactions.
• Review each institution's compliance with certain covenants of the bond documents, i.e. reserve fund requirements.
• Monitor compliance by brokers, banks and trustees with DASNY investment guidelines.
• Facilitate quarterly broker-dealer rotation schedules.
• Provide assistance with the annual audit including preparation and review of schedules and supporting documentation for footnotes.
• Perform database management in a treasury workstation or in Excel.
• Assist with the implementation of treasury systems/workstation, bank software or other treasury technology.
• Assist with the development and maintenance of the investment system and electronic trading platforms, including set-up and maintenance of records, interfaces, periodic processes, and troubleshooting.
• Assist with the preparation of various financial reports for management, the DASNY Board of Directors and external clients, including the Quarterly Treasurer’s and Annual Investment Reports.
• Prepare and review annual information/reports for the Public Authorities Accountability Act Report and the Office of the State Comptroller’s Public Authority Reporting Information System.
• Assist with the monitoring of performance measures and unit goals and objectives.
Other Duties and Responsibilities
• May train and evaluate employees.
• Assist with the development, documentation, and implementation of procedures.
• Assist with the assessment, development and implementation of internal controls, and participate in the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the NYS Office of Information Technology Services. (Standards can be found on the Intranet).
Additional Comments Supervision
Supervision of employees may be required. Details to be provided at time of posting notice.
Physical/Mental/Visual Demands
Occasional travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Must be able to work overtime or extended work hours as needed.
