Job Specifics
Minimum Qualifications Eight (8) years of experience in quality assurance and testing of large, complex projects. The following degrees may substitute for the general experience as indicated: A Bachelor’s degree in any related field and four years of experience in large projects. A master’s degree in any related field may substitute for an additional year of experience.
Preferred Skills
• Experience with NYS or NYC government
• Experience with Health and Human Service programs
• Master’s degree in information technology, Business Administration, Computer Science
or another related field.
Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and
human service programs.
Under the direction of the IES Business Team Quality Assurance Manager, the Quality Analyst is responsible for development of test plans, test cases, test execution, conducting defect tracking, and assisting with and coordinating user acceptance testing, performance testing, and vulnerability testing activities.
Duties include, but are not limited to:
• Quality assurance activities related to the IES program and project level work streams;
• Collaborate with IES Operations, Project Management, Business Analysis, Organizational Change Management and Training, and Technical Teams;
• Evaluate project timelines and priorities;
• Establish schedules and estimates;
• Develop test plans, test cases, track defects and develop automated tests;
• Work with end users to assist with and coordinate user acceptance testing activities;
• Report status to Sr. Quality Analyst on all project activities to management, including progress, issues, risks, mitigations, resolutions, successes, and lessons learned;
• Coordinate activities related to the systems development life cycle for IES.
