Job Specifics
Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1 (Health); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1 (Health). Preferred Qualifications:
Bachelor’s degree in any field; International Institute of business analysis Certification (CBAP, CCBA, ECBA, ETC.); Membership/participation in the International Institute of Business Analysis including the local chapter and professional communities of practice; Experience using business analysis tools (Visio, Balsamiq, Blueprint, etc.); Knowledge of known Business analysis methodologies and techniques in modeling, elicitation, and facilitation.
Duties Description Assist in the development of analytical reports which will support the pharmacy carve out program; Develop a comprehensive understanding of the Medicaid Management Information System; Assist in the translation of business requirements and issues into data analytics problem statements; Assist in organizing and conducting business process improvement (BPI) or Lean consulting engagements; Creating process and value stream models to support the understanding of the “as-is” state and development of a “to-be” process as it relates to derived data ; Identifying key performance indicators (KPI), as well as other metrics, which will be used to drive statistical analysis; Assist with organizing and facilitating enterprise or division-specific requirements elicitation sessions for IT projects, ensuring stakeholder needs are understood; Assist with the development of process, data, and object-oriented models to support the understanding of the business and stakeholder requirements; Serve as recording analyst at JAD sessions; Preparing written documentation as needed; Assist in establishing and maintaining business analysis methodologies, including developing consistent approaches and best practices for business analysis; Continuing professional development through attendance at professional seminars/webinars; Develop systems and business knowledge related to those specific areas of service being provided.
