Minimum Qualifications MINIMUM QUALIFICATIONS:

A bachelor’s degree* AND two years of professional experience** as described below.

**The professional experience must have been where your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment while performing one or more of the following activities:

• Developing and implementing plans for proposals to deliver workforce development and training programs;

• Evaluating, monitoring or administering workforce development and training programs;

• Managing contracts and budgets for workforce development and training programs, which must include development, negotiation, execution, fiscal management and monitoring or program review;

• Determining eligibility for public assistance; or

• Assessing applicants for, or receipts of, welfare employment program benefits to identify and remove barriers to self-sufficiency.

NOTE: Professional experience in workforce development programs is defined as experience where at least 50% of your duties involved assisting unemployed or under-employed individuals in obtaining and maintaining employment.

*Degree must be awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.

PREFERRED QUALIFICATIONS:
• Experience with Microsoft Office Suite; including Access and Excel, and PLSQL Structured Query Language;
• Candidates must possess very good research, analytical, and writing skills.

Duties Description STANDARD DUTIES: The Project Assistant in the Systems Unit will:
• assist with assessing available tools as well as analyzing potential technology solutions;
• support the needs of the unit managers that oversee the System and Support Unit, Data and Reporting Unit, and Career Center modernization and technology enhancement efforts;
• write detailed business requirements;
• provide assistance to ensure the division can meet the needs of job seekers and businesses;
• aggregate and analyze data sets;
• utilize PLSQL to develop data and reporting structures based on division need;
• evaluate program outcomes and identify measures of program success;
• develop and provide system trainings to division staff throughout the state.
• Develops or revises requests for proposals (RFPs) guidelines and review procedures; obtains and organizes contractual program performance and expenditure data from federal and State funding sources and prepares detailed analyses; assists in reviewing and evaluating RFPs for programmatic correctness, adherence to State policy, compatibility with agency programs and goals and availability of funds.
• Responds to requests from workforce development and training program partners, contractors, employer/employee groups, community-based organizations, other State agencies for program information and policy interpretations.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and or out-stationed assignments.
