Job Specifics

Minimum Qualifications Candidates must be reachable on the Business Systems Analyst 2 eligible list or a current NYS employee eligible for transfer under Sections 52.6, or 70.1 of the Civil Service Law.

70.1 Transfer:

Candidates must have one year of permanent, competitive service in a 70.1 qualifying title allocated to salary grade 21 or higher.

52.6 Transfer:

Candidates must have one year of permanent, competitive service in a 52.6 qualifying title allocated to salary grade 21 or higher.

Duties Description Strategic Planning

· Create business analysis plan, manage product scope, estimate and decompose business analysis activities/work efforts;

· Develop business engagement, identify current state and objectives, analyze/prioritize business issue/need;

· Meet with key project stakeholders and end users to identify, understand and document business and technical processes and requirements;

· Assess proposed solutions to determine which fit the business need, identify gaps and shortcoming in solutions and determine necessary workarounds and/or changes to the solution proposed;

· Coordinate with external stakeholders (vendors) and other partners for successfully deliver of product;

· Ability to plan and take initiatives to accomplish objectives in a timely fashion;

· Ability to prioritize work and meet deadlines;

· Ability to establish and maintain effective working relationships with sponsor, project team members, and other project stakeholders.

Business Process Analysis and Improvement

· Lead and/or assist in organizing and conducting business process improvement or consulting engagements;

· Work with stakeholders to support existing business processes and systems components;

· Document and categorize existing business processes, create process and/or value stream models to support the understanding of the "as-is" state and development of a "to-be" process;

- Work directly with CIO, operational bureaus (business units) and staff in order to design and implement timely and effective solutions required to maintain or improve existing functionality;

- Work with stakeholders to conduct the analysis necessary to determine the capacity fits and gaps of existing or proposed system components;

· Facilitate with cost/benefit analysis activities;

- Work directly with CIO, operational bureaus (business units) and staff in order to facilitate, coordinate and complete the numerous activities required as business owners of the Analysis Phase of the System Development Life Cycle;

· Facilitate the elicitation; documentation and tracking of new business requirements.

Requirement Elicitation and Requirement Management

· Lead/assist with organizing and facilitating enterprise or division-specific requirements elicitation sessions for both operational and IT projects ensuring stakeholders needs are understood;

· Lead/assist with development of process, data, and object-oriented models to support the understanding of the business requirements;

· Decompose high-level business and user requirements into functional requirements and quality, specified in an appropriate level of detail suitable for use by business unit and/or IT for further implementation and development of solution/product;

· Verify and validate requirements throughout the business analysis process;

· Perform business analysis intelligence activities such as data mining to extract data for forecasting, assess in service delivery metrics, and provide management with data to make policy decisions.

Training

· Lead business analysis training activities;

- Serve Lead Instructor for OSC's Future Forward Internship Academy (FFIA) program Business Analysis Track V training course;

- Develop and deliver business analysis content for brown bag sessions, customized/specialized business analysis A-la cart training, OSC’s Employee Development Week (EDW) business analysis training, and Community of Practices (COP) presentations;

Promote Business Analysis Maturity

· Assisting in establishing and maintaining business analysis methodologies;

· Assist in the development of consistent approaches and best practices for business analysis;

· Promote the use of business analysis and business process improvement;

· Participant in both OSC Business Analysis Community of Practices and external Business Analysis professional groups which as (New York State Forum Business Analysis and Business Architecture group and IIBA Albany Capital District (ACD) Local Chapter);

· Continue professional development through attendance at meetings, professional seminars, webinars, and standard classroom instruction;

· Assist with a variety of administrative tasks related to the centralized Business Analysis Center of Excellence (BACOE);

· Assist with OSC IT Governance committees including recording actions items and outcomes.

Technical Responsibility

· Provide oversite and guidance on the development, implementation, and management of content on PgMO BA COE requirement management tools. (iServer and Blueprint/Storyteller)

Supervision

· Directly supervise the activities of Business Systems Analysts 1

- Provide guidance and direction during the development of user and system requirements for future or to be state, and manage all phases for medium and large Business Analysis projects;

- Evaluate staff performance and productivity;

- Ensure proper adherence to time and attendance rules;

- Develops and manages training plans for subordinate staff, establishes, monitor, and ensures that predetermined goals/objectives are met;

- Manages/allocates daily workload, identifies daily priorities, and assigns work;

- Supervise and assist in the training of staff, review system documentation and business requirements documents prepared by staff;

- Establish timetables for completion of projects;

- Communicates business process and system, requirements to IT staff, program staff and stakeholders.

Additional Comments Preferred Qualifications/Desired Competencies

· Certification CBAP, CCBA, or ECBA;

· A passion for business analysis;

· Experience using recognized business analysis elicitation techniques to elicit requirements (e.g. business, stakeholder, solution, and transition); and determine required operational services from business users as the foundation for the solution to the organization's business needs (e.g., brain storming, interviewing, observation);

· Experience using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes (e.g., business process improvement, business process modeling, data modeling, fit-gap analyses, or functional designs);

· Strong facilitation and organizational skills;

· Strong analytical and problem-solving skills;

· Strong written and verbal communication skills with an ability to express complex information and concepts to project sponsors, managers, technical staff, consultants/contractors and agency users;

· Ability to work well in a team environment;

· Strong knowledge of business analysis techniques and tools;

· Strong troubleshooting, problem solving and organizational skills;

· Strong understanding of project management lifecycle, and how it aligns with requirements lifecycle

· Ability to manage multiple priorities;

· The ability to work with others to analyze problems quickly and develop the best solutions options;

· The ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments;

· Business analysis training, membership/participation in the International Institute of Business Analysis and professional communities of practice.
