Minimum Qualifications MINIMUM QUALIFICATIONS:

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS: To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Unemployment Insurance Program Manager 2, M-2. In accordance with Section 52.7 of the Civil Service Law, if 3 or fewer qualified Department of Labor Unemployment Insurance Program Manager 2, M-2s, respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates without further examination.
Note: Non-competitive refers to not competing in an examination; this appointment will be competitive.
52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55b/c service in a Grade 27/M-2 or higher title determined to be administrative under Section 52.6 of the Civil Service Law.
*Consecutive transfers cannot result in advancement of more than two salary grades or one M-grade.

Duties Description STANDARD DUTIES:
The UI Program Manager 3 will assist the Chief of Unemployment Insurance Liability and Review and the Director of Adjudication Services in various oversight and reporting duties; will assume direct responsibility for the Reviewing Subsection and other units under the Chief and Director, as assigned; assume administrative support duties and special project duties for the Director of Adjudication Services; and assist in the administrative responsibilities and in the coordination of activities of the Liability and Determination Section, Employer Account and Adjustment Section and UI collections operations.
Additional Comments Contingent Permanent, if a transfer or non-competitive promotion examination is approved; otherwise, the appointment will be provisional pending examination.
Please Note: Positions in the Unemployment Insurance Division may be in-person, remote, or partially remote and partially in-person. Remote employees will be required to report in-person if directed. Positions may be subject to mandatory and/or voluntary overtime, which may include evening and weekend hours. Shift start times may vary based on operational need.
