Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 2 (Health); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Business Systems Analyst 2 (Health). Bachelor’s degree in any field; Demonstrated experience with Medicaid policy and/or systems; Demonstrated experience providing operational support for a large system; Certification by the International Institute of Business Analysis (IIBA) as a Certified Business Analysis Professional (CBAP), Certification in Business Analysis (CCBA) or Entry Certificate in Business Analysis (ECBA); Membership in the International Institute of Business Analysis (IIBA), including participating in the local IIBA chapter and professional communities of practice; Demonstrated knowledge of business analysis techniques (BABOK) and tools (Visio, Balsamiq, Blueprint, etc.); Demonstrated experience applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the needs of business units; Strong facilitation skills necessary to work with individuals and groups to: elicit essential information; lead various requirements sessions, background meetings, configuration sessions; help negotiate priorities; and resolve conflicts among project team members, consultants and contractors; Demonstrated experience providing technical expertise in the application of analytical processes to the planning, design and implementation of new and improved information systems to meet the needs of business units; Demonstrated experience testing, validating, and documenting applications; Experience conducting business process improvement and Lean consulting engagements; Demonstrated experience developing value stream maps and associated documents and reports; Demonstrated experience with relational database structure; and demonstrated experience working with consultants/contractors on agency projects, to implement an application to meet specific business needs.
Duties Description In support of the eMedNY system’s Client, Financial and Claims modules, the BSA 2 Health will be expected to perform the following activities: Plan and perform IT system research and information gathering activities to respond to operational problems and stakeholder inquiries; conduct business systems analysis activities to support DOS’ change management and project portfolio around these application modules; work collaboratively with DOS staff, our stakeholders, and our fiscal agent to identify problems, perform root cause analysis and to identify solutions to the problem; identify and document the scope of business process changes or enhancements required by procedural changes or by changes to Federal or State laws and statutes; review and write business system documentation; establish timetables for completion of projects; follow DOS’ Business Analysis Methodology and best practices as defined by the IIBA in the Business Analysis Body of Knowledge (BABOK); research and elicit requirements through various techniques including, but not limited to, documentation review, conducting individual or group interviews, conducting surveys, performing job shadowing/observation, conducting user forums, etc.; document business level, stakeholder level and solution level requirements; document the current and/or as-is state of the business process or function; create both process models, using BPMN 2.0 standard, and process narratives to describe business functions; creating process and value stream models to support the understanding of the “as-is” state and development of a “to-be” process; assist with the development of process, data, and object-oriented models to support the understanding of the business and stakeholder requirements; perform data modeling to define and analyze the data requirements needed to support the business processes within the scope of system project or reported need; create conceptual data models that identify the data requirements, technology independent, that is used to discuss the initial requirements with business stakeholders; create logical data models which document the structures of the data that can be implemented in databases; perform business analysis intelligence activities such as data mining to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions; document business rules describing policies, guidelines, standards or regulations upon which the business operates; and develop test plans and analyze the results of testing to ensure the system developed, enhanced, or changed meets the requirements documented in the RTM; communicate stakeholder and system requirements to DOS and Vendor staff, program staff and stakeholders; prepare written documentation, including procedure manuals, as needed; review training plans, training materials and train unit staff on new and existing system functions or business processes; create helpful and informative technical documentation for mission critical systems to ensure applications can be supported when key staff retire; promote the use of business analysis and business process improvement; participate in business analysis training activities; and continue professional development through attendance at professional seminars/webinars.
