Job Specifics
Minimum Qualifications Transfer: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Program Nurse, G24 OR NYS employee with one year or more of permanent or contingent-permanent competitive service in a position G22 or higher and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the below provisional qualifications.
Provisional: a bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND four years of post-licensure nursing experience that includes at least one year of experience in public health and related health systems in one or more of the following areas: monitoring, diagnosing, investigating, disease prevention, surveillance and control activities, educating, researching, developing policies and initiatives, enforcing laws and regulations, assuring provision of health care, evaluating, and/or quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.
Preferred Qualifications:
Experience working with high risk/need maternal and child health populations, including high risk pregnant women, neonates, and infants; experience in obstetrics or neonatal nursing in an Article 28 perinatal hospital and/or victims of sexual abuse/intimate partner violence. Experience in public health which may include oversight or implementation of a public health program or initiative; experience providing policy and other technical guidance to contractors and key stakeholder/outside groups. Familiarity with clinical guidelines, regulations, and public health law. Possess a knowledge of standards of clinical care and practice, and state laws and regulations that impact birthing hospitals in New York State, experience with developing correspondence, reports and policy documents for internal and external use; administrative, performance management, compliance monitoring and quality improvement experience. Excellent verbal and written communication skills.
Duties Description The Public Health Program Nurse (PHPN) will serve within the Division of Family Health, Bureau of Women, Infant and Adolescent Health. The incumbent will provide guidance and information on new and emerging policies and practices that impact birth outcomes and provide support to improve the clinical, preconception and interconception care of women of childbearing age through coordination with community-based resources across the bureau. The PHPN will serve as a clinical liaison between Home Visiting/ Maternal, Infant and Child Health Collaboratives (MICHC) and the birthing hospitals. The PHPN will provide assistance with clinical oversight of the Sexual Assault Forensic Examiner (SAFE) program, including hospitals, examiners, and training programs. They will assist with conducting site visits to DOH designated hospital programs to ensure compliance of regulations. The PHPN will assist with providing clinical support and information for the maternal and child health initiatives funded through the federal Title V Maternal and Child Health Services Block Grant; serve on internal and external committees and work groups as requested to provide the public health perspective on maternal and child health issues; assist with the administrative support of maternal and child health initiatives, i.e. development of funding matrices, expenditure plans, and internal controls as needed; as well as assuming additional responsibilities for other programs and initiatives related to the maternal and child health population as requested. May provide supervision for professional/administrative staff and will assist with additional tasks as assigned.
Additional Comments Full-time, permanent transfer or provisional pending examination. Provisional appointee will be required to take the next Civil Service PHPN examination, and be immediately appointable on the resulting eligible list, to maintain employment. Occasional travel, including to areas that may not be served by public transportation, may be required (20%)
