Minimum Qualifications Open to New York State Employees only:
Candidates must have at least one year of permanent competitive or 55 b/c service as an Associate Director Human Resources 2 (Institution) and eligible for lateral transfer;
OR
be eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55 b/c service in a qualifying title.

Candidates must have at least one year of permanent competitive service as an Associate Director Human Resources 1 Institution (previously Director, Institution Human Resources Management 1), Associate Director Human Resources 1 (previously Assistant Director Personnel B), Human Resources Specialist 3 Labor Relations (previously Agency Labor Relations Representative 2), Human Resources Specialist 2 (previously Associate Personnel Administrator), or Human Resources Specialist 2 Labor Relations (previously Agency Labor Relations Representative 1).
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Duties Description An Associate Director Human Resources 2 (Institution) serves as a key member of a facility's management team in formulating the overall personnel, labor relations, and staff development policy and is responsible for implementing such policy and directing all activities in these functional areas. In this capacity, an incumbent provides policy direction to subordinates working in each of the functional areas of responsibility to ensure the agency recruits, develops, and maintains a competent workforce of adequate size to achieve its goals and objectives.
Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
Additional Comments: This position is eligible for a Downstate Adjustment of $3,026.
Appointment to this position is contingent upon Division of Budget approval to fill.
