Minimum Qualifications MINIMUM QUALIFICATIONS:

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-3/SG-28 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must be a qualified employee of the New York State Education Department and have one year of permanent or 55b/c service as a Supervisor of Education of Children with Disabilities. Provisional candidates must take the examination for Chief, Special Education Services when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Chief, Special Education Services position in the Office of Special Education (OSE). The Office of Special Education (OSE) works to promote educational equity and excellence for students with disabilities. This Office oversees the implementation of federal and State laws, regulations, and policy for students with disabilities, provides general supervision and monitoring of all public and private schools, services for New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Director of Special Education Services, the incumbent will have oversight responsibility and provide direction and leadership for the policy and dispute resolutions units. Duties of this position include, but are not limited to, the following:

• Reinforce the Department’s vision in interactions and communications with staff and routinely articulate that vision, mission and goals to external customers and stakeholders;
• Participate in the work of other Department offices to integrate special education activities and provide information to ensure issues and needs related to students with disabilities are addressed;
• Participate in collaborative planning with OSE Units in the support of product review and development and cross functional work streams necessary to build capacity of all staff members;
• Oversee and manage Special Education Policy development, as informed by stakeholder engagement, to ensure compliance with the Individuals with Disabilities Education Act (IDEA);
• Oversee and coordinate key activities, including systems change initiatives, as related to special education accountability under IDEA, including the management of the development of federal reports, integration of the Every Student Succeeds Act and IDEA accountability procedures and practices as a means to improving outcomes for students with disabilities;
• Oversee and manage Statewide special education requirements, processes, procedures, practices, and data collection for dispute resolution initiatives, including due process impartial hearings, mediation, and Individualized Education Program (IEP) facilitation;
• Oversee and manage OSE systems change initiatives and monitoring activities, which includes regular travel to New York City, as related to dispute resolution processes and procedures to ensure the protection of the rights of students with disabilities and their parents;
• Ensure that staff are sensitive and responsive to parent issues and concerns, and work to promote meaningful and culturally responsive parent involvement; and
• Implement ongoing programs of professional development to ensure Policy and Dispute Resolution staff are equipped to provide high quality support and delivery of their position responsibilities.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. This position requires traveling to and from New York City approximately 25% of each month.

*Leads to a maximum salary of $138,763 based on annual performance advances.
