One year of permanent competitive or 55-b/55-c service as either:
A. Program Operations Specialist 1 or
B. Mental Hygiene Program Evaluation Specialist 2, Resources and Reimbursement Program Development Specialist 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), Developmental Disabilities Program Specialist 1, or Utilization Review Coordinator.
Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
This position will work within the Bureau of Assessment Oversight and Coordination (BAOC) as part of the Assessment and Quality Assurance (QA) team and Statewide Assessment Operations workforce. The Program Operations Specialist 2 will function as a mid-level manager within the unit and will be responsible for supporting assessment and assessment quality assurance data reporting, presentations to leadership and stakeholders, project development, implementation, and evolution of processes and IT systems necessary for the next steps with assessment and quality program implementation including, creation of IT solutions for direct user access of systems, data exchanges, training of OPWDD, Central Office, DDRO and assessment staff, modification of reassessment protocol to support greater efficiency, and finalization of tools and training for staff providing oversight of contract vendor(s).
Duties and responsibilities include, but are not limited to, the following:
• Compile and analyze assessment and QA data for reporting to leadership.
• Assist as a subject matter expert with the development and continued implementation of both assessment and quality assurance program.
• Provide communication, informational updates and in-person training to State Offices, Developmental Disabilities Regional Offices and field staff as needed.
• Coordinate and support public presentations with stakeholders.
• Oversee the activities of an assigned team of staff including but not limited to time off requests, time and attendance records, dissemination of information, monitor productivity, review work assignments and products, prior to compiling for leadership etc.
• Schedule and coordinate regular meeting with BAOC staff to facilitate a “Community of Practice”, share information and give feedback and guidance.
• Provide support as a Master Trainer in evaluation of state assessor field readiness.
• Function as a member of the BAOC leadership team.
• Interface with Department of Health, OPWDD Incident Management Unit and other OPWDD Central Office Divisions/units as needed.
• Assist with the continued development and implementation of the assessment tool (Coordinated Assessment System (CAS)/Child Adolescent Needs and Strengths (CANS), etc.) based rate rationalization model, in collaboration with contract vendors.
• Assist in development of the CANS, oversee development of the training curriculum, facilitate training assessors, and implementation of the tool upon its completion.
• Have broad responsibility for addressing statewide issues concerning the CAS/CANS, including but not limited to: stakeholder questions, concerns and education, daily operational issues, interfacing with senior Central Office administration, addressing IT builds, keeping policy development staff informed of the ongoing relevant field issues, and maintaining the necessary workforce to successfully maintain continued quality assessment operations.
• Assist the Program Operations Specialist 4 in providing field support to the CAS Operations team (State and contract vendor).
• Other duties as assigned.
