Job Specifics

Minimum Qualifications For Permanent Appointment: Eligible for 52.6 transfer (i.e. must have at least one year of permanent competitive service in a 52.6 eligible title allocated to salary grade 27 or above). Candidates must possess a New York State license as a Professional Engineer or New York State registration as an Architect or Landscape Architect.

For Provisional Appointment*: Open-Competitive- Candidates must possess New York State license and current registration as a professional engineer, professional landscape architect, or professional architect; and five years of professional experience in engineering, landscape architecture, or architecture; which included the design and construction of parks and recreation facilities. This experience must include two years of supervisory experience.

OR

Promotion for New York State Employees- You must be a qualified employee of the New York State Department of Parks, Recreation & Historic Preservation and have a New York State license and current registration as a professional engineer, professional architect, or professional landscape architect; AND one year of permanent competitive or 55-b/55c service as a Professional Engineer 1 (Civil), Professional Engineer 2 (Civil), Professional Engineer 1 (Electrical), Senior Landscape Architect, Associate Landscape Architect or a Senior Architect.

*Candidates appointed on a provisional basis must take the next holding of the Capital Facilities Regional Manager 1 exam, pass the exam, and be reachable on the resulting eligible list to continue appointment in the Capital Facilities Regional Manager 1 position.

If three or fewer New York State OPRHP promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for a permanent non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Duties Description The Capital Facilities Regional Manager (CFRM) will be responsible for directing the capital programs of the nine parks and one historic site of the New York City Region. The selected candidate will report to the Deputy Commissioner for Capital. The CFRM provides primary administrative and technical direction in the areas of planning, design and construction of approximately $67 million dollars of capital projects and supervises technical staff in the region. Duties include, but are not limited to:

• Assign staff according to expertise and the priority and schedule of capital projects, including coordinating staff resources when necessary.
• Managing and implementing the master plan and the long-term capital plan; and preparing and managing the capital budget.
• Assuring the overall capital budget is implemented properly within prescribed limits and that budget resources are shared when necessary.
• Monitor work performed by consultants and contractors to ensure it is consistent with agreed upon contracts and plans; oversee the bidding process, including the preparation, bidding, award and administration of contracts.
• Coordinate land acquisition, survey, environmental impact assessment, and easement activities.
• Prepare and review technical and administrative reports.
• Provide capital program planning, budget and project status reports to the Regional Director upon request and participate in agency-wide Capital Facilities Manager’s conference calls, meetings and training programs.
• Periodically conduct proposed regional project presentations for agency executive staff for Albany design review.
• Meet regularly with park management staff to solicit individual park needs requests and review project plans with park staff prior to project implementation.

Additional Comments OPERATIONAL NEEDS:

- Candidates must possess effective communication skills and have the ability to understand written and/or verbal material and instructions.
- Daytime, weekend, holiday and evening work is required.
- Travel to all five boroughs of New York City is required.
- Candidates must possess and maintain a valid NYS driver’s license as a term and condition
of employment.
- Candidate is expected to have proficiency in Excel, Word and Microsoft Outlook.
- Work schedule may vary depending on agency needs and project completion dates.
