Minimum Qualifications 1. Must currently be a permanent Developmental Disabilities Program Specialist 4.
OR
2. Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 4.
OR
3. Must be eligible for 52.6 transfer by way of current permanent status in a title deemed comparable to Developmental Disabilities
Program Specialist 4 by the New York State Department of Civil Service.
OR
4. Qualified for provisional* appointment.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
The incumbent of this position will exercise administrative responsibility for 49 residential homes and 4 Day Habilitation Sites serving approximately 336 individuals within the Rockland/Southern Orange County Catchment area. This involves oversight of a large number of staff in direct care, clinical and administrative support titles as well as direct supervisory responsibility for 6 Treatment Team Leaders. It is expected that the incumbent will be appointed to this role promptly. Furthermore, oversight responsibility extends to management of staffing and fiscal resources, addressing physical plant issues and ensuring that all programs comply with all regulatory requirements. In addition, the DDPS 4 is responsible for the management of residential vacancies ensuring that individuals in priority need of services are screened for existing and anticipated vacancies and ensuring that the placement process proceeds actively. The incumbent is expected to not only provide Administrator on Call responsibilities for the entire district on a rotational basis, but also to be available at any time in the event assistance is needed in response to an emergency. The DDPS 4 is moreover required to visit homes and program sites on a weekly basis and document such visits. The incumbent of this position is expected to develop strong working relationships with families and advocates, other department heads, the union leadership, the Board of Visitors, CAB representatives, the Division of Quality Management and others who are involved with the individuals or with the overall operation of the homes. The DDPS 4 will actively participate as a member of the DDSOO’s leadership team and provide dynamic leadership to the residential and Family Care teams in the district.
• Supervise the Team Leaders responsible for the operation of 64 residential homes and day program sites. Conduct routine outreach visits to
each of these sites in the county.
• Supervise the DDPS1 who assists with staffing, overtime management, and vacancy management.
• Overtime management
• Ensure that staff resources and fiscal resources are appropriately distributed and utilized by the Teams.
• Ensure that the residences and day program sites comply with applicable regulations, and that they are maintained safe and clean.
• Participate as a member of the executive level leadership team for the DDSO in various meetings, such as Cabinet, Labor/Management, Board
of Visitors, etc.
• Review incidents, incident reports, and investigation summaries for accuracy and completeness, and for appropriate corrective action.
• Conduct routine Management Team meetings. Participate in Vacancy Management meetings.
• Review all PTRs and requests for gender-specific postings.
• Complete performance evaluations on all staff supervised on a timely basis.
• Develop and foster positive working relationships with the Unions.
• Administrator on Call coverage.
• Other duties as assigned.
