Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
Promotion: One year of permanent competitive service as a Senior Administrative Analyst.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Duties Description This position is located in the Office of Agency Performance Improvement (OAPI), in the Office of Children and Family Services (OCFS). The Associate Administrative Analyst will serve as the Lean Deployment Manager, coordinating the daily operation of OCFS’ Lean Program, guiding the development of projects and Empire Belts, and assisting OAPI with data collection, analysis, and other initiatives. OCFS Lean projects focus on the effective and efficient use of resources – both personnel and technology – in order to best serve the children, families and communities of New York State.
The Associate Administrative Analyst will:
• Coordinate the substantial number of Lean Program activities in OCFS;
• Direct and guide Lean Program projects as a Certified Empire Belt;
• Assist full-time and part-time Empire Belts in developing their skills;
• Identify and initiate new Lean projects;
• Collaborate with OCFS division heads and program managers to define the criteria for success of each Lean project;
• Assign projects to the Empire Belts and direct their work efforts through all phases of the Lean process, including project preparation;
• Oversee and guide the work of multi-disciplinary project teams;
• Monitor and assess the progress of Lean projects and initiatives;
• Conduct fact-finding interviews and observe program operations;
• Identify problems and barriers that may impact Lean projects and initiatives;
• Recommend strategies to Improve and expand the Lean Program in OCFS;
• Familiarize agency management and staff with the Lean Program;
• Recruit new Empire Belts from among OCFS staff;
• Assist the Director of OAPI in preparing Lean project status reports for the Governor’s Lean Office;
• Advise and assist program managers in implementing solutions to identified problems;
• Review each Lean project’s metrics, analyze project data and directly observe project activities;
• Surmount sustainability challenges by recommending changes, where necessary, to ensure the success of each project; and
• Supervise two Senior Administrative Analysts, Grade 18, one Administrative Analyst Trainee 1 (NS=Grade 13) and 5.5 Empire Belts drawn from agency Home Office staff in directing Lean projects; planning and developing Lean projects; gathering, developing, reviewing data on the success of Lean projects; and providing The Director of OAPI and other high-level agency staff with recommendations about the Lean Program.

Additional Comments Non-Competitive Promotion: In accordance with section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Children and Family Services of our intention to conduct a non-competitive promotional examination for the position of Associate Administrative Analyst, at the Office of Children and Family Services. If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion. To qualify, you must be a current OCFS employee and have one year of permanent service as a Senior Administrative Analyst. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Preferred credentials are successful completion of Empire Belt Certification, experience independently leading Kaizen events, strong understanding of Lean principles and methodology, and excellent communication and presentation skills.

Travel is required. Out-of-town Kaizen events typically require 3 day/3 night stays.

Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
